| Appropriations: CPDA Presses for Full OPP Funding | CPDA is actively engaging Congress to secure full funding for EPA’s Office of Pesticide Programs in the FY2027 appropriations process. | | |
CPDA President & CEO Terry Kippley and Andrew Walmsley met with House Interior-Environment Appropriations Subcommittee Chairman Mike Simpson (R-ID) to reinforce the importance of a fully funded, fully functioning OPP. As Subcommittee Chairman, Rep. Simpson plays a central role in setting EPA funding levels, including resources for pesticide review and registration.
CPDA is also advancing this priority through coalition and direct advocacy. As a member of the PRIA Coalition, CPDA joined a March 20 letter to House Appropriations leadership, including Chairman Cole (R-OK), Ranking Member DeLauro (D-CT), Subcommittee Chairman Simpson (R-ID), and Ranking Member Pingree (D-ME), requesting full funding for OPP in the FY 2027 Interior-Environment bill.
In addition, CPDA submitted more than 35 individual appropriations requests reinforcing the need for sustained, predictable funding to support timely, science-based pesticide reviews.
What it means for CPDA members:
OPP funding directly impacts review timelines, backlog reduction, and the speed at which products reach the market. Full funding is essential to improving predictability, reducing delays, and ensuring your products can move through EPA efficiently.

| | CPDA in the News: Kippley on Policy Issues Facing Ag Retail | |
CPDA President & CEO Terry Kippley joined CropLife Retail Week to discuss the policy and regulatory landscape facing ag retail.
The conversation focused on the convergence of PRIA 6, Farm Bill negotiations, and ongoing delays at EPA, all of which are impacting how products move through the system and reach farmers.
Kippley highlighted the need to maintain predictability in the PRIA process while addressing additional workload tied to ESA requirements. He also pointed to a slower pace of EPA approvals as the agency takes a more cautious approach, creating real challenges for companies waiting on decisions.
He also emphasized the importance of continued engagement with policymakers and regulators, noting that CPDA’s work does not stop after the fly-in and remains focused on keeping the industry’s priorities front and center. Be sure to watch the full episode below of CropLife Retail Week.
