Welcome to the NEW Central Pines Regional Council newsletter! We hope you like this new layout! The Pine Needler will be sent out twice a month and will be full of upcoming events and regional news, all for your information.

Designated Employer Representative Training

Every organization falling under the US Department of Transportation regulations that employs safety sensitive employees must have at least one qualified Designated Employer Representative, including most if not all of our member governments. 


This training is hosted by Central Pines Drug and Alcohol Testing Consortium but is open to all interested parties. 

The Designated Employer Representative (DER) course is designed to prepare the DER to perform their duties properly, as required by the Department of Transportation (DOT). The course offers an in-depth, plain-English study of the Federal regulations, 49 CFR Part 40 for drug and alcohol testing, from the perspective of the DER.


This training will cover:

  • Role of the DER in the substance testing process
  • Overview of the testing process
  • Problems in testing
  • Relationships between the DER and other personnel involved in testing
  • Federal rules and regulations covered in 49CFR Part 40
  • Specific transportation mode regulations
  • Procedures for handling positive test results and their consequences
  • Procedures for reporting test results
  • FMCSA Clearinghouse & records retention
  • NEW Future Inclusion of Oral Fluid Testing

US 401 Corridor Study - Your Chance to Review & Provide Input


The Capital Area MPO is conducting a study on the US 401 corridor in southern Wake County and northern Harnett County. Several public meetings are being held this month to gather input from the public on the draft proposed recommendations, and an online public survey is also available. This is an opportunity to provide feedback on the recommendations for this important road corridor.

CPRC was originally founded as the Research Triangle Regional Planning Commission in 1959, after which one of our new conference rooms was named.

Elective Pay & Clean Energy Tax Credits Presentation

Join us in person at CPRC's newly renovated working space or via the streaming live webinar (link to be provided soon), for an overview of the Inflation Reduction Act's new Clean Energy Tax Credits. The presentation will focus on the IRS's newly proposed "Elective Pay" (aka "Direct Pay") rules. This highly anticipated financial mechanism provides a historical opportunity for local governments to benefit from clean energy operations and investments.

We encourage attendance from your environmental and financial departments' leadership. This event is limited to 35 in-person attendees. Please RSVP one week in advance if you plan to attend in person and 48 hours in advance if you plan to attend virtually.
