Fiscal Year 2024 Budget Approved & Adopted

On August 24, 2023, the proposed Fiscal Year (FY) 2024 CRA Operating and Capital Budget was adopted by the CRA Board by Resolution No. 23-R-01. CRA Vice Chair, Mayor Dailey moved to adopt the FY 2024 CRA Budget by resolution. CRA Board Member Curtis Richardson seconded the motion. The motion passed unanimously to:


a)   Adopt by resolution the FY 2024 CRA Operating and Capital Budget.

b)   Authorize the CRA Chair, and CRA Executive Director to commit funds and approve expenditures consistent with the budget as proposed in this agenda item and with established program guidelines.


CRA staff shared that Leon County will no longer contribute tax increment revenue to the DT District in FY24 except for the Cascades Redevelopment Project.

New Downtown Redevelopment Commission (DRC) Members

We are delighted to announce that CRA Board of Directors Chair Dianne Williams-Cox appointed two new Downtown Redevelopment Commission (DRC) Members. Please join us as we welcome Dr. Kelley Bolden Bailey and Mr. E. Slaton Murray. 

Dr. Kelley Bolden Bailey is the owner and lead consultant for Educate, Lead, Serve Consulting (ELS), LLC., an organization dedicated to providing customized coaching, training, and development strategies designed to transform work groups into Work Teams! She is also a Maxwell-certified speaker, coach, and trainer. Dr. Bolden Bailey earned a Ph.D. in Educational Leadership from Florida A&M University and has been an educator and corporate trainer for over 30 years. In August 2023, she began serving as the Director of Candidate Empowerment for the College of Education at FAMU.

Mr. E. Slaton Murray is a Principal & Executive Commercial Advisor at NAI TALCOR, a full-service commercial real estate firm headquartered here in Tallahassee. Mr. Murray has experience in all major property types but specializes in the acquisition and disposition of investment-grade real estate as well as development land. He has also taken an active role in the firm’s property management & asset management side of the business. Mr. Murray holds active brokerage licenses in Florida, Georgia, & Alabama, is a Certified Investment Management Member (CCIM), and is an SIOR candidate.

Amicus Brewing Ventures Ribbon Cutting

The Amicus Brewing Ventures Ribbon Cutting Ceremony took place on October 20, 2023.


Short Hike, LLC dba Amicus Brewing Ventures was approved to receive $297,220 of CRA Medium and Large Redevelopment Funds. The approval took place at the February 24, 2022 CRA Board meeting. The funds were used to convert the Old City Waterworks building at 717 South Gadsden St into a family-friendly brewery. The CRA also approved $64,652 in funding at the February 23, 2023 CRA Board Meeting to address unanticipated water connection issues.  

4Forty North Extension

Charles Street Investment Partners requested an extension to obtain the Certificate of Occupancy (CO) for the 4Forty North Project. The extension request was to amend the existing agreement extending the completion date from December 31, 2023, to June 30, 2024.


On October 12, 2023, by unanimous vote, the CRA Board authorized the CRA Executive Director to execute an amendment to the 4Forty North agreement extending the Completion Date from December 31, 2023, to June 30, 2024.

Art on Fire

In celebration of Fire prevention week, the City of Tallahassee Fire Department shared safety tips with Pineview Elementary School children, in conjunction with the Art on Fire project, where fire hydrants were artistically painted by local artists. Each student was also given a chance to create their own artistic fire hydrant on paper.


Art on Fire was envisioned by Team 4 (Warren Bowers, Stephanie Barber, Karla Harris, and Team Lead Robyn Wainner) of the City of Tallahassee’s New Public Servant Initiative Program (NPSI) and the project was implemented by Knight Creative Communities Institute Tallahassee with funding from the Tallahassee Community Redevelopment Agency - CRA. This project promotes city beautification and fire safety. There are currently four hydrants painted in Railroad Square, and one outside of Pineview Elementary.

Columbia Gardens Phase III Funding

Brenda Williams, ED Tallahassee Housing Authority (THA), presented an overview of the Orange Avenue Apartments Redevelopment Project (now known as Columbia Gardens), and requested additional funding for Phase III, at the June 13, 2023, CRA Board Meeting. CRA Vice Chair Mayor Dailey moved approval and CRA Board Member Curtis Richardson seconded the motion. The motion passed unanimously to approve a funding commitment of $1 million for Phase III (Senior Housing) of the Orange Avenue Apartments Redevelopment Project and authorize the CRA Executive Director to transfer the funds to the City of Tallahassee’s Affordable Housing Trust Fund.

Magnolia Oaks Ribbon Cutting

The Magnolia Oaks Ribbon Cutting Ceremony took place on September 12, 2024. The CRA Vice Chair, Mayor Dailey did the honors with the support of CRA Chair Dianne Williams-Cox and CRA Board Member Curtis Richardson.


On July 01, 2021, the CRA Board approved $500,000 for McDowell Housing Partners, Magnolia Oaks, LLC to build a 110-unit affordable housing development to serve low and moderate-income individuals, families, and seniors at 33 and 60 percent of Area Median Income. The development is located at 825 East Magnolia Dr and features one-, two-, and three-bedroom garden-style apartments.
