CRCA Fights to Protect Your Interests in Both Springfield & Chicago’s City Hall
RECENT CRCA ADVOCACY EFFORTS INCLUDE:

  • BUILDING TRADES CONSIDERED “ESSENTIAL SERVICE” – Lobbied the Governor’s office to make sure building trades were included as an Essential Service in the March “Shelter In Place” Executive Order and kept our membership abreast of its interpretation.
  • IL WORKERS COMPENSATION & COVID 19 – In April, the IL Workers Compensation Commission (WCC) issued an Emergency Rule that granted an immediate “rebuttal presumption” that stated that Essential Employees who contracted COVID-19 could state they contracted it at work regardless of the employer’s safety precautions. This would have had a crippling impact on your industry and insurance rates. Fortunately, CRCA fought back on your behalf and lobbied the legislature with other industry partners in a successful lawsuit against the WCC, which resulted in the Emergency Rule being withdrawn. In May, the Illinois Legislature passed an alternative proposal which is now law (PA 101-0633). As long as employers submit evidence that proper public health/OSHA guidelines were followed as a defense if an employee contracts COVID-19, then “Rebuttal presumption” is no longer a factor. Under the new law, Essential Employees who are not required to come in contact with members of the general public during the course of their work are also exempted.
  • Reinsertion of CRCA Language Pertaining to Roof Membranes into Final Adoption of Illinois Energy Conservation Code The IL Capital Development Board (CDB) initially voted to remove CRCA's recommended language from the Illinois Energy Code and then tried to have adopted without it. CRCA fought back and involved legislators who halted the adoption until CRCA's language could be reconsidered and approved  for adoption on July 1, 2019.
  • Passage of Retainage legislation – SB 1636 reduced retainage payments to subcontractors to 5%, once 50% of work is completed. Became law in August 2019
