Transit Oriented Development
Transit Oriented Development (TOD) is a planning approach that calls for high-density, mixed-use business/neighborhood centers to be clustered around transit stations and corridors. TOD is considered a “smart growth” strategy, because it both tackles the issue of where growth should occur from a regional “sustainability” perspective; and it coordinates land use and transportation, such that both land and infrastructure are used efficiently.

The primary areas of focus on TOD in the Capitol Region is the Knowledge Corridor. The Knowledge Corridor is the area that spans from New Haven to Springfield and includes academic institutions such as Yale University, University of St. Joseph, Trinity College, and Central Connecticut State University, among others. The Hartford Line rail corridor, CT fastrak corridor, and the Vermonter Amtrak rail corridor are all areas of opportunity for TOD within the Knowledge Corridor. The Hartford Line has 13 stations connecting New Haven to Springfield, CTfastrak has 11 stations in a 9-mile stretch, and the Vermonter Amtrak rail connects Washington DC to St. Albans Vermont through the Capitol Region.

The Capitol Region Council of Governments has worked to identify strategies to activate TOD in selected station areas along the corridors by building upon local, regional, and statewide planning efforts. These strategies promote active and vibrant communities, serve transit-dependent populations, and encompass 80 percent of CT’s population within a 25-mile radius of these corridors.
