Bylaw No. 4658: Regional Water Supply Service Development Cost Charge Bylaw No. 1, 2026
The Capital Regional District (CRD) Board reviewed the Regional Water Supply Service Development Cost Charge Bylaw which was developed to provide a mechanism for funding water infrastructure projects required to service new development. The Board introduced the Bylaw, read it a first, second and third time and it will be submitted to the British Columbia Inspector of Municipalities for Statutory Approval pursuant to the Local Government Act before it is adopted by the CRD Board.

Regional Transportation Service Implementation Update and 2026 Work Plan
The CRD Board received an update on the implementation of the Regional Transportation Service (RTS), including the 2026 work plan and progress on updating the Regional Transportation Plan (RTP). The RTS will prioritize completing the transition of regional trail management, advancing the RTP, and building the systems and organizational capacity needed for effective service delivery. In parallel with these core priorities, the RTS will initiate an update to the Regional Transportation Model; begin development of the Origin-Destination Household Travel Survey; expand data collection and analytics to support evidence-based planning and decision making; and expand transportation demand management programs and safety campaigns.

CRD Reconciliation Action Plan
The CRD Board received an update on work underway to develop a CRD Reconciliation Action Plan which will help operationalize and deliver on Board priorities related to First Nations relations and CRD commitments in Government-to-Government Memorandums of Understanding (MOUs) and Protocol Agreements. Draft goals, action items, and guiding principles for this Action Plan have been developed based on feedback and priorities of First Nations, with input from CRD operational divisions and executive leadership. Staff was directed to share the draft Reconciliation Action Plan with First Nations for their review and input, and where possible, work with First Nations to incorporate their feedback. Staff will report back to the Board with the final Plan for approval.

AAP Requirements for Performing Arts Facilities Service Bylaw
The CRD Board had previously approved obtaining participating area approval for the entire service area by the alternative Approval Process (AAP) for the Performing Arts Facilities Service Establishing Bylaw. In accordance with the Community Charter, the CRD Board confirmed the deadline to receive elector responses for this AAP to be March 30, 2026. It also established that the total number of eligible electors within the service participating area is 315,735 and that 10% of that number is 31,574 electors. In addition, the Board approved the synopsis of the Bylaw, the Notice of Alternative Approval Process, the AAP communications channels, and the Elector Response Form.
