Beyond Hartland 2050 - Landfill Design Plan and Alternative Options

The Capital Regional District (CRD) Board directed staff to commission a conceptual design plan for Phase 3 of the Hartland Landfill, in alignment with the 2021 Solid Waste Management Plan. A comprehensive options analysis that outlines and evaluates a broad set of future waste disposal alternatives to landfilling at the Hartland site will also be developed and information on these planning activities will be included in the scope of ongoing engagement with First Nations who have identified solid waste management as a topic of interest. The results of these activities will be shared with the CRD Board in 2027, including a shortlist of options to inform early development of the CRD’s 2030 Solid Waste Management Plan.

Regional Canada Goose Management Service - 2025 Updates

The Regional Canada Goose Management Service has shown early success in reducing the goose population, supporting ongoing wildlife management, and engaging First Nations for environmental, economic, and social benefits. Continued service delivery would further mitigate agricultural, economic, environmental, public health, and recreational impacts associated with the resident population. The CRD Board directed staff to extend the funding for the Goose Management Service with additional resources, and to initiate an amendment to the Canada Goose Management Service Establishment Bylaw in 2027 to increase the maximum allowable requisition for the service. The CRD Board also resolved to advocate to the provincial and federal governments for financial, technical, and regulatory support in addressing non-migratory Canada Geese in the CRD. The CRD Board Chair will write to the federal government advocating that the Federal Crop Protection Permit program be streamlined and allow multi-year permits. The CRD invites local governments in the region to work with the CRD and senior government partners to reduce barriers to the hunting of geese for crop protection.

Regional Growth Strategy Indicators Report

The CRD Board received the Regional Growth Strategy (RGS) Indicators Report for 2024 for information. The report consists of 19 indicators that measure progress towards achieving RGS targets and objectives. For this reporting year, 14 of the 19 indicators were updated with new data. The RGS Indicator Report will be posted on the CRD website and forwarded to municipal councils.

Capital Regional Hospital District Annual Budget 2026

The Capital Regional Hospital District (CRHD) Board approved the annual budget for 2026. The 2026 budget received provisional approval by the CRHD Board on October 29, 2025. The final budget was prepared in accordance with Board decisions and committee direction. The CRHD Board adopted the 2026 Annual Budget bylaw as presented.

Capital Regional District Annual Budget 2026

The CRD Board approved the final annual budget for 2026. The 2026 to 2030 Provisional Financial Plan was approved by the CRD Board on October 29, 2025, and presented to the public for feedback on November 5, 2025. The 2026 to 2030 Financial Plan was prepared in alignment with Board decisions and committee direction made following consideration of the provisional budget. The final budget reflects amendments to the Provisional Financial Plan approved in October, incorporating year-end results, updated information from BC Assessment, additional initiatives recommended by committee, commission, and staff, and in consideration of public feedback. The CRD Board adopted the 2026 to 2030 Financial Plan bylaw as presented.
