Rural Housing Program Pilot Project Update
The CRD Board received a report providing information on the Rural Housing Program (RHP) pilot project, scheduled to launch on the Southern Gulf Islands and Salt Spring Island Electoral Areas in April 2025. The pilot project aims to test housing solutions that are better suited to rural contexts while strengthening the CRD's ability to respond to the housing crisis across the capital region, with a particular focus in areas outside of the Urban Containment Boundary. Funds totalling $1M over two years (2025 and 2026) are included in the 2025 Financial Plan.

AAP Requirements for Bylaw No. 4630 - Regional Transportation Service Establishment Bylaw No. 1, 2024
The CRD Board previously approved obtaining participating area approval for the Regional Transportation Service Establishment Bylaw by regional Alternative Approval Process (AAP). In accordance with the Community Charter, the CRD Board confirmed the deadline to receive elector responses for this AAP to be May 16, 2025. They also established that the total number of eligible electors within the service area is 331,273 and that 10% of that number is 33,127 electors. In addition, the Board approved the synopsis of Bylaw No. 4630, the Notice of Alternative Approval Process, and the Elector Response Form.

Capital Regional Hospital District Bylaw No. 429 Annual Budget 2025
The Capital Regional Hospital District (CRHD) Board adopted the bylaw for the annual budget for 2025. The 2025 budget received provisional approval by the Board on October 30, 2024. The budget was prepared in accordance with Board decisions and committee direction. The CRHD Board approved the 2025 Annual Budget Bylaw as presented.

Bylaw No. 4665: 2025 to 2029 Financial Plan Bylaw, 2025
The CRD Board adopted the five-year Financial Plan Bylaw. The 2025 provisional financial plan was approved by the Board and presented to the public for feedback on October 30, 2024. The 2025 to 2029 Financial Plan has been prepared in alignment with Board decisions and committee direction. The CRD Board approved the 2025 to 2029 Financial Plan bylaw as presented.
