AAP Requirements for Bylaw No. 4664: Regional Water Supply Service Watershed Land Acquisition Loan Authorization Bylaw No. 1, 2025
The Capital Regional District (CRD) Board had previously approved obtaining participating area approval by regional alternative approval process (AAP) for the Regional Water Watershed Land Acquisition Loan Authorization Bylaw. In accordance with the Community Charter, the CRD Board confirmed the deadline to receive elector responses for this AAP to be June 30, 2025. It also established that the total number of eligible electors within the service participating area is 315,117 and that 10% of that number is 31,512 electors. In addition, the Board approved the synopsis of the Bylaw, the Notice of Alternative Approval Process, the AAP communications channels, and the Elector Response Form.

Connected Coast: Last Mile Network Infrastructure Contribution Agreement
Internet connectivity is a fundamental necessity to enable the Southern Gulf Islands’ (SGI) communities to diversify the demographic profile of the islands and achieve economic, social, and environmental sustainability into the future. The CRD Board approved the Last Mile Network Infrastructure Contribution Agreement with CityWest Cable & Telephone Corporation which provides for a capital contribution and revenue share for the CRD as part of the Connected Coast high speed internet project, enabling broadband infrastructure and high-speed internet services for the SGI communities of Galiano and Saturna Islands. The Chief Administrative Officer has been authorized to execute the agreement.

2026 Service and Financial Planning Guidelines
The CRD Board received a report that provides guidelines for annual service and financial planning and highlights key budget considerations. The CRD has commenced its 2026 service and financial planning processes. Board Priorities, Corporate Plan initiatives and core service delivery form the foundation of the 2026 to 2030 Five-Year Financial Plan. To proactively influence the planning process, the report recommended planning guidelines in the context of observed trends, assumptions, and drivers impacting the organization. The guidelines are the policies and assumptions by which the CRD Board and staff determine the most appropriate allocation of resources to deliver the Corporate Plan.The CRD Board approved the financial planning guidelines and directed staff to prepare the draft financial plan review based on the timelines presented.

Capital Regional District 2024 Annual Report
The CRD Board received the CRD 2024 Annual Report, which highlights achievements, progress on Board Priorities, and key financial and operational outcomes from the previous year. The report also features key activities of the CRD’s other corporate entities, the Capital Regional Hospital District (CRHD) and Capital Region Housing Corporation (CRHC), and the many CRD Board-appointed Commissions. The 2024 Annual Report reflects the collective efforts of staff, elected officials, and community partners in advancing the CRD Board’s vision for a livable, sustainable, and resilient region.

Capital Region Housing Corporation Annual Report
The CRHC Board received the CRHC 2024 Annual Report which profiles the services, progress, and accomplishments in advancing corporate priorities, together with service delivery results and financial highlights. The results outlined in the report show the breadth and scope of the work CRHC conducts daily and demonstrates how the Corporation contributes to an improved quality of life for residents through the efficient and effective delivery of housing services across the region.

Regional Parks and Trails – 2024 Progress Report
The CRD Board received the 2024 Regional Parks and Trails Progress Report for information, which identifies progress toward the CRD’s Regional Parks and Trails Strategic Plan 2022-2032. In 2024, the CRD made progress in multiple goal areas of the Strategic Plan and the overall status was identified as ‘on track’ (75-100% of yearly targets met). The CRD remains committed to working closely with First Nations, other orders of government, organizations, institutions and residents in the region to reach the desired vision of the Strategic Plan over the next eight years.

Solid Waste Management Plan – 2024 Progress Report
The CRD Board received the Solid Waste Management Plan 2024 Progress Report for information. The CRD’s Solid Waste Management Plan (SWMP) includes four goals and three focus areas comprised of 15 strategies. In 2024, the CRD made progress on many SWMP strategies and actions contributing to a reduction in the region’s per capita disposal rate and an overall status of ‘on track’ (75-100% of yearly targets met). The CRD’s 2024 SWMP Progress Report will be reviewed by the Solid Waste Advisory Committee for monitoring and evaluating purposes.

Climate Action – 2024 Progress Report
The CRD Board received the 2024 Climate Action Progress Report for information, which identifies progress towards the CRD’s Climate Action Strategy. In 2024, the CRD made progress on multiple initiatives and identified areas needing increased focus. The overall status was ‘on track’ (75-100% of yearly targets met). The CRD remains committed to accelerating key actions, reducing corporate
emissions, preparing for climate impacts, and collaborating with partners to achieve regional goals.
