Climate Action Strategy 2026-2030

The Capital Regional District (CRD) Board approved the renewal of the Climate Action Strategy (CAS), with the inclusion of the CRD Climate Emergency Declaration, to guide the CRD Climate Action and Adaptation Service through to 2030. The updated strategy reflects CRD Board direction to include a climate budget, identify additional opportunities to achieve regional greenhouse gas (GHG) reduction targets, and focus resources on the highest-impact actions. Developed in collaboration with member municipalities, the renewed CAS responds to evolving climate challenges with a practical, outcomes-focused approach for a cleaner, more affordable and resilient region.

Regional Water Supply Development Cost Charge (DCC)

The CRD Board adopted the Regional Water Supply Service Development Cost Charge (DCC) Bylaw No. 4658 which will come into effect on April 2, 2027. The Regional Water Supply DCC program will help fund eligible Regional Water Supply projects required to accommodate future growth and reduce reliance on existing water users to pay the full cost of growth-related infrastructure through water rates.

Transportation Governance Update

The CRD Board received an update on the ongoing work to strengthen regional transportation governance and support implementation of the Regional Transportation Plan (RTP). The CRD Board directed staff to continue advancing a stepwise approach to regional transportation governance, work with the Province to explore legislative changes that would support a more integrated and representative regional transportation governance model, and report back in 2027 with governance recommendations, legislative considerations, and implementation strategies developed in consultation with regional partners including First Nations.

Reconciliation Action Plan  

The CRD Board approved the Reconciliation Action Plan, which provides a comprehensive, organization-wide framework to advance the CRD’s commitment to Reconciliation over the next decade. Grounded in the CRD Board’s Statement of Reconciliation, Strategic Priorities, government-to-government agreements, and the work of the First Nations Relations Task Force, the Reconciliation Action Plan translates commitments into clear actions, accountability measures, and long-term goals.

Regional Housing Affordability Strategy

The CRD Board approved the 2026 Regional Housing Affordability Strategy (RHAS), which reinforces the CRD’s commitment to addressing one of the region’s most pressing challenges: housing affordability. The strategy identifies significant unmet housing need across the region and focuses efforts on three priority areas designed to maximize impact, build on existing momentum, and support the development of more affordable and inclusive housing options.
