Civil Rights Department (CRD) Releases Statewide Breakdown of Gender and Racial Pay Disparities for 2023 


Consistent with past reporting years, the most recent pay data makes it clear that the pay gap persists among women and communities of color across a wide range of jobs and industries. Women and people of color were more often among the lowest paid workers and more likely to be concentrated in lower paying positions as laborers, service workers, and administrative support workers.

Quadriplegic Woman’s Estate to Receive $100K+ in Fair Housing Settlement


According to a lawsuit filed by CRD, Sutter Village allegedly ignored several requests from a resident to make the apartment building safe and accessible for other renters with disabilities. This allegedly caused years of unnecessary hardship as a result of repeated elevator outages that left her stuck on the third floor.

Meet Travis!

Faces of CRD: Cannabis Discrimination: Travis' Story.

When California changed its civil rights laws to protect workers who use cannabis away from the workplace, Travis was excited to start a new job. However, a few days into training, things changed. Travis says he was fired because a pre-employment drug test showed he had used cannabis.

Whether it's shopping, going to appointments, or attending events, we all rely on businesses! That's why it’s important to know your rights when visiting one. In California, the Unruh Civil Rights Act protects customers from being turned away, harassed, or discriminated against at businesses.


Got questions? Our new guide can help you learn more about this law, who's protected, and what you can do if you're discriminated against. Below are just a few questions it answers.

What does

the Unruh Act do?

The Unruh Act requires businesses to give customers full and equal access to their services without discriminating against their sex, race, national origin, immigration status, disability, medical condition, marital status, sexual orientation, or religion.

What businesses does the law apply to?

The Unruh Act protects customers from discrimination at most businesses in California. This includes stores, restaurants and bars, hotels, beauty salons, gyms, hospitals and doctors offices, banks, and more. This also includes organizations that offer business-like services for the public, like a country club.

Can businesses exclude certain customers?

It depends. A business can turn someone away if they have a legitimate reason that doesn't discriminate againt them. For example, banning a customer who previously cashed bad checks and still owes money to the business. A business can also ban someone who destroys property, attacks others, or disrupts the business.
