CRM Alliance hosts CRM Day

On 21 September 2022, the CRM Day took place at the Club Des Guides, Brussels. The seminar, entitled "diversifying supply chains and boosting trade partnerships in CRMs: a must for the EU", gathered key players in the raw materials field. 

The speakers of the two panels identified the key issues that CRMs encounter at European level and opened the floor to a constructive exchange of views on how the European Union should address the challenges faced by CRMs and raw materials in general.

Critical Raw Materials Act announced

On 14 September, during the State of the Union address, European Commission President von der Leyen presented a new Critical Raw Materials Act.

This legislative proposal will focus on the strategic applications of CRMs and determine their strategic importance. This will allow investors, industry, and Member States to refocus their priorities in this field. 

Within the proposal, the Commission will push for a European network of raw materials agencies. The network will have surveillance tasks and stress testing abilities to help industry anticipate any risks of disruptions, price hikes or shortages. Coupled with building a more resilient supply chain and investments in projects from mining to refining, processing, and recycling, the Act aims to allow a secure and steady green transition and a strong level of playing field.

On 30 September, the European Commission launched the call for evidence and public consultation in preparation for the CRM Act. Stakeholders are invited to provide comments and reply to targeted questions on the current challenges addressed along CRM supply chain within and outside of the EU. 

The deadline for feedback is 25 November and the legislative proposal is expected in Q1 2023.

Germany and France set priorities for CRM Act

France and Germany pushed for reaching a quick consensus between the Commission and other Member States on the Raw Materials Act. Paris and Berlin outlined their vision on the soon-to-be EU legislation that should focus on three areas:

1.     Establishing an early warning system and a dedicated crisis management mechanism 
2.     Investing more in production and recycling
3.     Ensuring a global level-playing field

In addition, the Franco-German position highlighted the need to identify strategic projects along the entire value chain and close existing loops before 2050.

European Commission delays cornerstone legislation

The European Commission work programme for 2023 has postponed the REACH reform to the last quarter of 2023. 

Moreover, the Commission agenda no longer includes the revision of the classification, labelling and packaging of chemicals regulation (CLP) which was planned to be announced on 26 October, as part of the “Zero pollution package”. This means that the revision is postponed to an undefined date in 2023.

European Commission invests in lithium batteries recycling

On 30 September, the Commission approved an investment of €70 million, via the European Regional Development Fund under the 2014-2020 programme, to help develop lithium-ion battery recycling technology in the Polish Silesia region. The plant will recycle and research new technologies that improve the circular economy of the batteries sector.

INTA Committee publishes draft report on resilient supply chains

The European Parliament Committee on International Trade (INTA) published its draft report on resilient supply chains in EU trade to address current shortages in rare earth and semiconductors, among others. 

The rapporteur, Markus Buchheit (ID, Germany), is of the opinion that a solution to shorten supply chains is relocating to the EU production facilities currently located in countries outside the bloc. The rapporteur also focused its attention on smart stockpiling of certain products like agricultural products, CRMs, semiconductors, medicines, and health products.

Imerys aspires to be first EU lithium producer

On 24 October, the French mining company Imerys announced its plans to become the European leader of lithium production. The start of a mining project in France would represent a fundamental local source of the raw material, now entirely imported from outside the bloc.

The centre of Imerys’ project is the Beauvoir mine in central France. The mine will be able to produce 34.000 tonnes of lithium hydroxide for 25 years starting from 2028. 

At the same time, various lithium projects are in progress in Austria, Germany and the Czech Republic whilst another French company, Eramet, is considering to finance a similar project in Alsace.
