With only two weeks remaining in the 2023 Legislative Session, legislators continue pushing their priorities in hopes of salvaging legislative goals. Senate and House leadership officially announced the start of the budget conference, beginning the process of negotiating differences between the House and Senate budget plans. | |

SB 1550 Prescription Drugs by Brodeur
HB 1509 Prescription Drugs (Chaney)
On April 19, 2023, the Senate unanimously passed SB 1550 relating to prescription drugs, sending the legislation to the House for its consideration. The House Companion, HB 1509, was amended and passed by the House Appropriations Committee. It will be heard in its final committee, the House Health & Human Services Committee, on Monday, April 24, 2023.
This legislation addresses the transparency of a manufacturer’s prescription drug price increases above certain thresholds. The bills also establish regulations concerning the relationships between pharmacy benefit managers, pharmacy benefits plans and programs, and pharmacy providers for delivering pharmacy services to covered persons.

Senate Passes SB 542

SB 0542 Emergency Opioid Antagonists by Boyd
On Wednesday, April 19, 2023, the Senate unanimously passed SB 542 regarding emergency opioid antagonists. The bill requires Florida College System institutions & state universities to have a supply of emergency opioid antagonists in certain residence halls & dormitories for use by specified employees. It provides requirements for the placement & accessibility of emergency opioid antagonists & training. The bill also offers immunity from liability.
The House companion passed its first committee of reference on March 29, 2023, and has two committees remaining.

Blood Clot Pulmonary Embolism Workgroup Passes Final Senate Committee | |

SB 0612 Blood Clot and Pulmonary Embolism Policy Workgroup by Yarborough
On April 20, 2023, the Senate Fiscal Policy Committee unanimously passed SB 612, establishing the Blood Clot and Pulmonary Embolism Policy Workgroup. Under the plan, the Secretary of Health Care Administration (Secretary), in conjunction with the State Surgeon General, is required to establish the policy workgroup composed of health care providers, patients who have experienced blood clots, family members of patients who have died from blood clots, advocates, and other interested parties and associations.
The workgroup is tasked with identifying specific background information about the prevalence, data collection, impacts, standards of care, and emerging treatments of blood clots and pulmonary embolisms. The workgroup is further tasked with developing a risk surveillance system for various health care providers and facilities and policy recommendations to improve patient awareness, including written materials and guidelines that affect the standard of care for patients at risk of forming blood clots.

On Wednesday, April 19, 2023, FOMA Executive Director Stephen R. Winn was honored by the AOA for his forty-nine years of advocacy, working tirelessly on behalf of advancing the osteopathic medical profession. Throughout his career, Steve has played an integral role in shaping the future of osteopathic medicine in Florida. He helped successfully pass legislation giving osteopathic physicians full rights to hospitals, advancing medical malpractice insurance reforms, securing funding to support Florida osteopathic medical students, and advocating for legislation ensuring patients have access to quality care, to name a few.
The AOA Individual Excellence in Advocacy Award recognizes individuals for their personal commitment to public policy advocacy on behalf of the osteopathic profession. Thank you, Steve, for your leadership and an unyielding dedication to advancing the practice of osteopathic medicine.
