Agency staff coordinated heightened safety awareness patrols from September 14th through September 16th in Lincoln County. The fall salmon fishery increases boat traffic significantly to multiple coastal waterways and the Pacific Ocean. Law enforcement agencies included Clackamas County, Lane County, Linn County, Tillamook County, Klamath County and Oregon State Police. Overall teams patrolled the Yaquina Bay and River, Salmon River, Alsea River and Siletz River as Ocean conditions were poor for crossing the bar. A total of 761 boater contacts were logged into the eBER system which included 20 citations and 128 warnings. There were approximately 30 life jackets handed out to boaters who lacked sufficient USCG approved life jackets.
An Outfitter Guide special emphasis enforcement patrol was held on the Columbia River from Warrior Rock to Bonneville Dam on September 9th. Six law enforcement boats carried participants including five OSP Fish & Wildlife Troopers, six Washington DFW officers, eight US Coast Guard crew and boarding officers, two ODFW licensing staff members, three Columbia County Sheriff’s Deputies, and one OSMB staff. 29 guide boats and 8 recreational boaters were contacted, and 17 citations and 22 warnings were issued.
Abandoned and Derelict Vessel Program

The Metro Boat Turn-in Program is nearing its conclusion. OSMB staff have assisted Metro with coordinating disposal of over 70 unwanted boats from the Metro region, helping keep them out of waterways and natural areas and ensuring responsible disposal.

Through the derelict vessel removal initiate funded through the American Rescue Plan Act (ARPA), staff has coordinated the removal of 44 ADVs from the Willamette River, primarily in the areas around Ross Island, downtown Portland, and Swan Island. Expenditures to date are approximately $285,000. Staff works with the Multnomah County Sheriff’s Office on an ongoing basis to identify vessels for and anticipates at least one more multi-vessel removal project prior to the end of the calendar year.

The Oregon Department of State Lands (DSL) convened an Abandoned and Derelict Vessels Workgroup in September 2023. The workgroup will meet monthly through April 2024 and will provide statewide program recommendations to the State Land Board. OSMB staff participate in the workgroup as well as a smaller advisory group made up of natural resource agency staff. The convening of the workgroup coincided with an allocation of over $18 million to DSL from the Monsanto PCB settlement.
