Wisconsin Joins CSLN: Expanding Our Network to Better Serve Families

The Child Support Lien Network (CSLN) is delighted to report that Wisconsin has joined our consortium as our 32nd state member! This exciting development marks a significant milestone for CSLN, expanding our reach and enhancing our ability to assist child support agencies across the nation.


Wisconsin's participation is a valuable addition to our network, which now includes over 3.3 million delinquent cases and more than $82 billion in arrears. With over 2,200 participating insurers, CSLN continues to facilitate our state partners’ efforts in garnering child support collections, generating approximately $200 million annually. The inclusion of Wisconsin’s cases will further bolster our mission, helping to drive increased collections and provide essential support for children and families across the country.

About Wisconsin’s Child Support Program


Wisconsin's Child Support Program plays a critical role in helping parents obtain court orders for financial and medical support for their children. The program also ensures that support payments are correctly enforced and distributed. The program is a collaborative effort involving 74 county and tribal agencies, which manage over 360,000 child support cases statewide.


The State Bureau of Child Support oversees and manages the child support program at the state level. This includes contracting with local agencies, maintaining the state’s child support computer system, and providing training and policy guidance. Wisconsin’s commitment to providing effective and family-centered child support services aligns perfectly with CSLN's goals.


Looking Forward


Wisconsin is currently in the implementation phase with CSLN, and we anticipate that the state will be fully operational very soon. Once fully integrated, CSLN will provide Wisconsin with its traditional insurance intercept match services and generate various forms on behalf of the Wisconsin Child Support Agency. This partnership will enhance Wisconsin’s capacity to collect overdue child support and aid its mission to ensure that children receive the financial and medical support they need.


Wisconsin’s addition to CSLN is particularly timely, as it aligns with the state’s ongoing efforts to modernize and improve its child support system. The program’s recent initiatives, such as the ELEVATE program, which provides comprehensive support services to parents, and the launch of the Parent Advisory Group, demonstrate Wisconsin’s dedication to innovative and inclusive approaches in child support enforcement.

CSLN’s Lump Sum Payment Module Surpasses $6 Million in Collections!

The Child Support Lien Network (CSLN) is celebrating a remarkable achievement—its Lump Sum Payment Module (LSPM) has now surpassed $6 million in collected past-due child support! This milestone underscores LSPM’s effectiveness in helping child support agencies intercept lump sum employer payouts, ensuring that more families receive the financial support they deserve.

What is the Lump Sum Payment Module?

 

The Lump Sum Payment Module (LSPM) allows child support agencies to intercept lump sum payments to non-custodial parents, such as bonuses and severance pay, and use them to pay off their child support arrears. The LSPM has been designed to streamline the process and make it easier for employers to report lump sum payments, and for child support agencies to collect the funds owed.

Since the last report published on the solution in May 2023, New Jersey has successfully launched LSPM, recognizing it as a powerful tool for improving collections. The module continues to prove its value, offering an efficient and user-friendly way for employers to report lump sum payments while streamlining the collection process for state agencies.


As part of CSLN’s ongoing commitment to innovation, LSPM has introduced enhanced functionality explicitly designed for payroll service bureaus and providers. These new features allow payroll providers to:


  • Manage multiple clients under a single login, streamlining reporting across multiple FEINs.
  • Submit and retrieve necessary documentation on behalf of their clients with ease.
  • Access real-time assistance through an integrated ‘Live Chat’ feature, ensuring quick resolution of any questions.


These improvements further solidify LSPM as the go-to solution for employers and payroll professionals who want to seamlessly comply with child support withholding requirements.

As an Executive Consultant with Stellarware, Sharon draws upon her extensive experience as a former Rhode Island IV-D Director and CSLN Project Administrator to answer pressing questions from the child support community.


This ongoing series first debuted in the CSLN 2023 Fall Wrap-Up Newsletter and continues to serve as a resource for exploring the complexities of child support enforcement, sharing best practices, and uncovering the benefits of CSLN’s innovative services.


Sharon offers her perspective on key CSLN topics in this edition, including anecdotes on its origins, how states can join, and why insurers prefer reporting to CSLN.


1.      How and why was CSLN created?


Sharon: In 1999, the Rhode Island Office of Child Support Services launched the Child Support Lien Network (CSLN) in response to a unique state law on mandatory insurance reporting. Funded by a federal Office of Child Support Services (OCSS) grant, the initial goal was to establish an efficient, streamlined automated system to accommodate mandatory reporting for Rhode Island. Of course, the CSLN process was expanded, enhanced, and offered to all states via an interstate agreement, with Rhode Island acting as the host state. The approach included extracting data from the files of delinquent child support obligors, compiling it into an accessible database, and aligning it with a national insurance database. Close collaboration with its contractor, Stellarware, and the insurance sector was crucial in bringing CSLN to fruition. Rhode Island and Stellarware focused on making the system effective and efficient without imposing additional burdens on the insurance industry. The main goal of CSLN is to improve support collections by intercepting insurance claim payments before they reach claimants who owe overdue child support. Placing a lien at the point of claim ensures that the funds are secured for families and children. Previously, these payments were hidden assets unknown and therefore unavailable to families and children. Thus, CSLN serves as an innovative tool that significantly enhances the child support collection process and ensures compliance with obligations.


2.      How can a state join CSLN?


Sharon: CSLN, a state consortium, is anchored by Rhode Island as the host state. When a state collaborates with Rhode Island through an Interstate Agreement, it acknowledges Rhode Island's unique role as the host state and commits to certain responsibilities outlined in the agreement. Rhode Island has engaged Stellarware Corporation to manage operations and various crucial aspects, including the technology, website development & maintenance, data matching, quality assurance, electronic legal document generation, and other services the participating state chooses. As the host state, Rhode Island ensures that these services comply with the terms set forth in the CSLN Interstate Agreement. They also oversee the vendor, Stellarware Corporation, in line with the contractual stipulations between Rhode Island and the vendor. This structured approach guarantees smooth operations within the CSLN framework.


3.     Why do insurance companies prefer to report to CSLN?


Sharon: Through CSLN's strong partnership with the insurance industry, we have gained valuable insights into insurers' challenges stemming from differing state mandates. These varying mandates can create implementation and operational hurdles as they vary from one state to another. Insurers typically prefer states adopting the CSLN method when developing new laws and procedures regarding insurance claim interception because it is uniform, streamlined, automated, and the forms are familiar and electronically generated. Moreover, our dedicated staff is responsive to their inquiries. Over the past 25 years, CSLN has built a solid relationship with the insurance sector. This partnership is based on trust, mutual respect, and a shared commitment to providing crucial child support to families. It underscores the power of collaboration in achieving common goals.

Celebrating Collection Successes: Another Great Intercept from Michigan and Beyond

CSLN continues to drive significant child support collections, empowering state programs to deliver critical financial support to families. In this issue, we’re spotlighting a standout success from Michigan that demonstrates the effectiveness of insurance intercepts through the consortium.


In October 2024, the Michigan Office of Child Support proudly reported a remarkable $54,826.87 child support collection. This successful intercept resolved four separate cases involving four different custodial parents and even fully paid off the non-custodial parent’s arrearage. The impact of such a substantial recovery cannot be overstated, providing immediate relief and stability to the families involved.


Michigan’s success story is a testament to the State’s commitment to leveraging CSLN’s comprehensive support. After receiving an insurance match in December 2023, the dedicated Michigan team used CSLN’s streamlined system to generate and electronically issue a Notice of Lien and Levy to the insurance company. While the timeline for collections can vary, this case proves the power of persistence and the importance of proactive engagement.


By partnering with CSLN, Michigan has collected over $40 million in child support through September 2024. These results highlight how state agencies can maximize collections by informing insurers of outstanding child support obligations. Each success story reminds us why we do this work — to stabilize children and families financially.

Michigan’s success is just one example of the impactful collections made possible through CSLN’s collaborative efforts. Across the consortium, states have achieved substantial recoveries by utilizing CSLN’s streamlined processes and robust support. From life insurance intercepts to lump sum payments, CSLN’s solutions continue to drive results that provide meaningful financial relief to families. A Look Ahead: CSLN’s 2025 Conference Line-Up

CSLN is excited to announce its participation in several major child support conferences throughout 2025. These events provide invaluable opportunities for CSLN to engage with industry leaders, share insights on successful collection strategies, and connect with professionals dedicated to supporting children and families.


This year, CSLN will attend informative workshops and be available on the exhibit hall floor, welcoming attendees interested in learning how CSLN’s services can enhance their state agency’s collection efforts. CSLN is committed to helping agencies maximize their collections, from cutting-edge lien solutions to effective insurance intercepts.

The year begins with the 62nd Annual ERICSA Training Conference & Exposition in Norfolk, Virginia. Themed “Anchoring Families – Empowering Communities,” the event will feature dynamic plenaries, engaging workshops, and exceptional networking opportunities. In July, CSLN will attend the 2025 NCSEA Leadership Symposium in Atlanta, Georgia. With the theme “From Foundation to Future,” this conference will explore leadership development and operational excellence in child support programs. CSLN will be present to connect with attendees, exchange ideas, and demonstrate how its innovative solutions can help achieve program goals. Rounding out the year, CSLN will head to WICSEC’s Annual Training Conference in St. Paul, Minnesota. Known for its collaborative environment, WICSEC provides a valuable platform for child support professionals to share knowledge and explore new strategies. CSLN looks forward to contributing to these conversations and showcasing its latest success stories.


New to this year’s lineup, CSLN is also proud to participate in the 24th Annual National Tribal Child Support Association (NTCSA) Training Conference, taking place June 15–19, 2025, in Albuquerque, New Mexico. This event, themed “Soaring Together: Elevating Tribal Families to New Heights,” offers a rich platform for exploring the latest initiatives in tribal and state child support. CSLN will be on the expo floor and is honored to present a workshop on the program titled “CSLN Solutions: Driving Collections and Collaboration Forward.” Designed for tribal administrators, supervisors, case managers, and intergovernmental staff, the session will provide practical strategies to enhance collections through CSLN’s insurance and lump sum intercept solutions. Attendees will also experience a live demonstration of CSLN’s user-friendly interface, including its secure communication features and automated enforcement tools. This session offers a unique opportunity to see firsthand how CSLN can support tribal programs in achieving stronger results for families.
