PDE Guidance- Ukrainian Refugee Enrollment
President Biden recently announced that over the next several weeks, the US will begin welcoming up to 100,000 Ukrainian refugees. Pennsylvania will welcome some portion of these refugees, many of whom may be school-aged children.
All school-aged refugee children are entitled to enrollment and education in Pennsylvania schools. School districts and charter schools must ensure that they do not discriminate against students based on their citizenship or immigration status. Additionally, children and families with limited English proficiency must be provided translation and interpretation services to the extent needed to help them understand the enrollment process and to be enrolled in school promptly. Refugee students may not possess all the required enrollment documentation requested, and some refugees may be considered “displaced” and therefore identified as homeless for the purposes of enrollment.
Additional resources and guidance can be accessed in PDE Enrollment of Students BEC linked here and the page here. Questions can be directed to ra-edrefugee@pa.gov.
