Greetings Sector Leaders,


Spring is fast approaching, and I hope you all are well and preparing for much-deserved time to rest and recharge.


At the end of last month, I was excited to see charter students represented in the Philadelphia Public League Basketball Championship, with two charter schools taking home trophies. The Audenried Charter Rockets and the Imhotep Charter Panthers have earned their place in history as this year’s Girls and Boys Basketball Champions. Congratulations to both teams!


As we get further into the spring, the CSO will also be wrapping up Renewal Site Visits for this year’s cohort of 19 schools at the end of this month. We have appreciated the opportunity to learn more about the renewal cohort during each visit.

The Calendar of collections for SY 2022-23 can be accessed here. Please refer to the following reminders and deadlines for the months of January and February:


Submissions for All Schools:

  • 2022 Statements of Financial Interest (SOFIs): Friday, March 24, 2023 - Priority Deadline
  • ESY Transportation Calendar: Friday, April 7, 2023
  • School Calendar Shell: Friday, April 28, 2023

Review Reminder for All Schools (No Submission Needed):

SY 2022-23 ESY Planning


The Department of Transportation Services is preparing for ESY 2023 Programs. In an effort

to adequately plan and ensure students that are participating in these programs are routed

timely, they have established three options of ESY start dates for schools: June 26, July 3, or July 10.


Please complete the brief form linked here to indicate your school’s preferred start date for ESY and to provide additional details regarding your school’s programming.


Calendars for all 2023 ESY programs must be received no later than March 31, 2023.

2022-23 Organizational Compliance Category Business Rules



As Annual Charter Evaluation - Renewal (ACE-R) reports for the 2022-23 cohort are beginning to take shape, the CSO would like to share with the sector the Category Business Rules for the Organizational Compliance and Viability Domain. These business rules outline how ratings for each of the nine categories in the Organizational Compliance and Viability Domain will be rendered as Meets Standard, Approaches Standard, or Does Not Meet Standard.  


The CSO aims to share these business rules in the spirit of transparency and in preparation for the spring ACE preview window so that renewal schools have ample time to review and process the business rules prior to the release of ACE-R reports. 


Note: The business rules linked here are specifically for schools in the 2022-23 renewal cohort. They have been updated to add additional clarity and assist users in navigating the tool.

Updates to End-Date Request Process


The Office of Student Enrollment and Placement has updated their process for processing end-dating requests. A full overview of this process can be accessed via the letter linked here


If a charter school seeks end-dating from a cyber charter school or a non-Philadelphia school, please email [email protected]. In addition to student information and effective dates, schools should also provide evidence of the student’s attendance at your school. Schools can use their discretion regarding the level of detail and time periods reflected when providing attendance records, but it should be apparent that any student requiring end-dating elsewhere has been attending your school.


If a charter school seeks end-dating from a District or brick-and-mortar Philadelphia charter school, please first contact the sending school. If the sending school is non-responsive after 2 email attempts and 72 hours, please email [email protected]. In addition to student information and effective dates, schools should also provide evidence of the student’s attendance at your school as well as evidence of previous contact to the sending school. 


While the CSO does not have the ability to end-date any students from Infinite Campus, we do want to ensure the sector has the most up-to-date information regarding receiving support. As much as possible, issues with end-dating should be resolved at the school-to-school level to ensure timely transportation arrangements for students as well as accurate payments to schools.

HS Student Opportunity-How to Make it in American Conference


The School District of Philadelphia is partnering with The Chamber of Commerce and Council President Darrell Clarke's office to present the How to Make It In America Conference for Philadelphia high school students in 10th-12th grades. This event will be hosted at The Philadelphia Convention Center on March 29, from 10:00 AM-2:00 PM.


The How to Make It In America Economic Empowerment Conference is an exciting opportunity for Philadelphia students to hear from and interact with local business professionals. Schools that participate can select one of this year’s 3 dynamic forums that focus on the following major industries:


1) Hospitality, Retail and Restaurants

2) STEAM (science + tech + arts)

3) Urban Development - Real Estate - Trades 


Catered lunch will be provided for attending charter schools. For more information about this exciting opportunity, please see the flier linked here. Grant Opportunities


The 2023 NewSchools funding opportunity is open! This is the time to share your bold idea to reimagine learning. Through this opportunity, NewSchools will provide $15 million in funding to new ventures focused on creating a more excellent and equitable PK-12 education system.


Selected ventures receive a one-year, unrestricted grant between $150,000 and $250,000. In addition, management assistance will be provided to help organizations achieve their impact and sustainability goals, including joining a national community of practice with other visionary leaders. Save the Dates: Graduation Pathways Charter Sector Meetings


The School District Office of Academic Services is planning to hold two meetings for charter schools to provide guidance regarding Act 158 and Act 1 on Wednesday, March 29 and Wednesday, April 12. More information about how to register to attend will be forthcoming from the CSO later in March.

District-Wide Survey Reminder


The 2022-23 Parent/Guardian Philly School Experience Survey, the annual survey for all public school parents in Philly, will open on March 27


Starting March 27, all parents/guardians will be able to take the survey using the link embedded here. Updated flyers and family resources will be available on this website. Schools will be able to track their participation progress starting the first week of April.


The surveys for students, teachers, and principals/assistant principals open on May 1. If your school requested paper surveys (either sent to your school or mailed to households), they will arrive on or around May 1. If you would still like to nominate a Survey Champion for your school, use the form linked here

ESY 2022-2023 Compass Training


The Department of Transportation Services will be offering Compass Training to school representatives this spring, and they are asking that at least one representative (preferably the person inputting student data) from each school attends one training session. Please complete this form and advise if your school is able to attend. Please register by Friday, March 31.


Office of Special Finance Updates


The updated charter payment calendar for SY 2022-23 can be found here and in the Resources for Schools sidebar of the Newsletter. It will remain linked in the Resources for Schools section throughout the school year. As a reminder: monthly payments beginning in October are based on enrollment information in Infinite Campus (total enrollment as well as enrollment of special education students based on current IEPs). It is critical that Infinite Campus is updated timely in order for payments to be accurate.
