Rise Update
Project RiSE, a multi-phase process aimed at reviewing authorizing policies and practices in Philadelphia, including the Charter School Performance Framework, has moved into Phase 2. The launch of Phase 2 was marked with the publication of a Request for Proposals (RFP), in which the CSO seeks an external consultant(s) who will conduct research of national charter authorizing best practices, review current authorizing practices in Philadelphia, and provide specific recommendations to the Board of Education and the CSO on proposed updates to authorizing policies and practices. Proposals will be accepted through March 11, 2025 and the selected consultant(s) will engage in Phase 2 of Project RiSE from approximately July 1, 2025 to June 30, 2026.

2025 Future Leaders Career Fair
On Saturday, March 8, from 10:30 am - 2:30 pm Youth Action is hosting the 2025 Future Leaders Career Fair at P4 Hub (4537 Wayne Ave, Philadelphia, PA 19103).
This FREE event is designed to inspire middle and high school students to explore traditional and unconventional career paths, connect with industry leaders, and gain valuable skills for their future.
There will be opportunities to learn, network, and grow, plus food will be provided!

FAFSA Pop-Up Event
The School District of Philadelphia is hosting a pop-up FAFSA event to support students and their families with financial aid completion.
The event will take place at The Constance E. Clayton Education Center, 440 N. Broad Street, on Wednesday, March 12, from 4:00 - 7:00 PM.

Upcoming Manifestation Determination Professional Learning Community (PLC)
The Charter Schools Office is hosting a two-part Professional Learning Community (PLC) focused on student discipline and manifestation determination. The second session will take place on Thursday, March 13, from 10:30 am to 12:00 pm. This session is an opportunity for charter school leaders to explore best practices, shared by Melissa Aufiero (Case Manager, Special Education Services & Compliance, Office of Specialized Services, IU26). As well as review the Manifestation Determination Policy Standard, as outlined in the Charter School Performance Framework.
Please register for the March 13 session here by Tuesday, March 11, and contact Mela Still (mstill2@philasd.org) with any questions.You will see that the registration includes an optional question that asks for your PPID; this is to enable IU26 to offer Act 48 credit. Once registered, you will receive a confirmation email from Zoom with meeting details for the session.

Workforce Development and Internship Opportunities Fair
The District’s Office of Postsecondary Readiness & Pathways to Graduation will be hosting the annual Workforce Development and Internship Opportunities Fair on Wednesday, March 19.
The fair will take place at Martin Luther King High School, 6100 Stenton Avenue, Philadelphia, PA, from 3:30 p.m. - 7:00 p.m.

Upcoming Threat Assessment Professional Learning Community (PLC)
The CSO will be hosting a new Professional Learning Community (PLC) session, focused on Threat Assessments, on Thursday, March 27, from 10:30 am to 12:00 pm. This session is an opportunity to learn about Threat Assessments from the School District of Philadelphia’s Director of Emergency Management, Tricia London. This session is intended for charter school leaders and/or School Safety & Security Coordinators.

Technology Support Specialist | Opportunity
Since 2002, the District’s Urban Technology Project (UTP) has deployed over 600 Computer Support Specialists (CSS) to provide valuable tech support to schools across the district. UTP hires and prepares young adults for careers in Information Technology through hands-on work experience, mentorship, and training.
The CSS will provide on-site technical support for laptops, smartboards, printers, and Chromebook repairs. Additionally, the CSS will maintain the school’s computer labs and tech inventory, update websites, social media, and provide on-site tech support for students, teachers, and administrators. The cost of a full-time CSS is $49,000. A part-time CSS is $24,500 and must be shared with another school.
Complete the CSS School Interest Form to confirm your interest in hiring a Computer Support Specialist for the 2025-26 school year. The deadline to complete the form is Friday, April 11.

CSO | Informal School Visits
The Charter Schools Office staff enjoy experiencing charter schools in an informal way by seeing students in action (i.e. special events, activities, graduations, and other celebrations). These visits are not evaluative. Rather, they are a time to celebrate student accomplishments, informally meet students and staff, and learn more about the school community.
If your school has an upcoming event and/or activity that you would like to extend us an invitation to, please complete this short Google Form for each event and/or activity. We will do our best to ensure that at least one staff member from the Charter Schools Office can attend, and will confirm attendance with the contact person listed prior to the visit.

Read by 4th is Philadelphia’s early literacy movement that provides networking opportunities and access to free resources to participating schools. SY 2024-25 ESY Planning
The Department of Transportation Services is preparing for ESY 2025 Programs. In an effort to adequately plan and ensure students participating in these programs are routed timely, they have established three options of ESY start dates for your school to choose from. More details will be forthcoming regarding transportation ESY scheduling.
The possible start dates are as follows:
- June 23, 2025
- June 30, 2025
- July 7, 2025
To support next steps, please complete this brief Google form by Friday, March 7, to indicate whether your school will or will not be hosting ESY programming.

Reminder | Organizational Compliance Office Hours
In response to requests for more transparency and availability, the CSO is offering weekly office hours for each category of the Organizational Compliance and Viability Domain of the Charter School Performance Framework. These office hours are offered to proactively support school leaders in understanding the Framework and support schools in utilizing compliant materials and processes.
School leaders can sign up for a 20-minute time slot by utilizing the corresponding link below. All office hours appointments must be scheduled at least 48 hours in advance.

Please note that you will find a calendar of monthly PD sessions that are being offered by IU26 on the Padlet.

SY 2024-25 System Access and User Verification
The CSO wants to ensure school-based staff have no delays or disruptions to system access related to student data or District operations services. As such, charter school leaders and operations contacts should verify SY 2024-25 school-specific users for SDP systems including Infinite Campus, Compass, Epicenter, and Payments.
As a reminder, Network Administrators need to request access for users for each site/location, as necessary. To do this, the Network Administrator should include all codes in Column L of the ‘External User’ tab, via the school-specific User Verification Form. Please include all location codes where the user needs access. Failure to do so may result in a delay in gaining access to SDP systems. Schools were asked to complete this task by August 30 and certify via Epicenter that the User Verification sheet is up to date.

Updated Head Start MOUs (Early Childhood Education)
If your school requires a July 1, 2024, signature from the School District of Philadelphia’s Office of Early Childhood Education on their MOU between with the School District of Philadelphia’s Office of Early Childhood Education (Local Head Start Agency), please email charters@philasd.org a copy of your school-signed MOU and we will assist you with this process.
