As a way to provide CSP with long-term financial sustainability and to strengthen CSP’s ability to support our members in the legislative and legal systems, the CSP Board of Directors has commissioned a 12-month Capital Campaign.

The CSP Capital Campaign seeks to raise $200,000 over twelve months - $100,000 toward CSP’s general fund reserves and $100,000 toward CSP’s Legal Defense Fund. 

The general fund reserves will provide CSP with a reserve of six months of operating capital, a best practice recommended by non-profit accounting and governance practices. The Legal Defense Fund will replenish funds spent in a recent lawsuit, Luk v LA Care, on behalf of CSP members seeking relief against non-payment of services and will build reserves to fund continued efforts on the current lawsuit and for future endeavors. For an update on the LA Care lawsuit and to understand our immediate need for funding, please click here.

About the Capital Campaign

Both funds will be treated as restricted funds and can only be accessed with a 2/3 majority vote of the CSP Board of Directors.

While we build these reserves through direct contributions from individual members, practice groups and our corporate partners, the CSP Board of Directors is working with staff to develop organizational structure ensuring oversight of CSP finances and fulfillment of CSP objectives in member engagement and operational performance.

The CSP Capital Campaign Task Force is being led by former CSP President Al Lui, MD and is overseen by the CSP Executive Committee, chaired by myself.

It has been my pleasure to represent the California Society of Pathologists before the members of the State Legislature this year. Dr. Deucher, Dr. Green and members of the new Advocacy and Practice Management Committee have provided valuable leadership and insight to maximize our effectiveness within the State Capitol.

We were extremely pleased that CSP sponsored legislation, Assembly Bill 2107, was approved unanimously on consent in the Senate Committee on Business and Professions. Before being considered by the full Senate, the bill must be reviewed by the Senate Appropriations Committee and set for August 5, 2024. As you recall, AB 2107 allows pathologists to perform remote digital pathology review using the primary site's CLIA.

The Appropriations Committees in each house consider the fiscal impact of legislation after approval by the policy committees. Even though AB 2107 passed on consent in Assembly Appropriations, the Senate Appropriations Committee has different policies when it comes to fiscal matters and a lower “suspense file” threshold at $50,000. We won’t know if AB 2107 will be “heard” in Appropriations on the 5th or be assigned to the suspense file until a few days before the scheduled hearing. If it goes to suspense, the hearing will likely be August 15.  

In the meantime, Dr. Deucher and I are continuing our discussions with the California Department of Public Health, to address any remaining concern by the agency, and are seeking to schedule a follow up meeting with the Department for the end of July. A meeting with the Governor’s staff will follow.

Dr. Deucher or I will continue to keep you informed on the status of AB 2107 as it winds its way through the Legislature and hopefully onto the Governor’s desk for his signature.
