REGULATORY UPDATE

Updated Silica Rules:


OSHA has updated and changed its existing Respirable Crystalline Silica (RCS) regulation.



Back in 2016, OSHA established two new standards for RCS, one for the general industry and maritime (29 CFR § 1910.1053) and another one for construction (29 CFR § 1926.115). The 2016 standards incorporated a new Exposure Action Level (AL) of 25 µg/m3 and reduced the Silica Permissible Exposure Level (PEL) from 100 to 50 µg/m3. The standards also include regulations on installing exposure controls, carrying out medical surveillance programs to monitor exposure to RCS, and maintaining a written exposure control plan. Businesses affected by the silica regulations must be sure to have a thorough workplace assessment and industrial health monitoring regimen in place, as well as a reliable incident management system to guarantee the swift recording of medical removal cases.

Mobile Elevated Work Platforms (MEWPS)


In 2018 ANSI Update A92.22 and A92.24, These updates addressed the safe operation of boom lifts and scissor lifts in A92.22, while also enhancing the training requirements in A92.24.


A92.22: This standard governs the safe use of MEWPs by specifying proper application, inspection, training, maintenance, repair and safe operation. One of the main requirements is developing a safe use program to guide MEWP use as it relates to job site safety.

A92.24: This standard focuses on ANSI aerial lift training requirements. It provides guidance on preparing MEWP training materials, defines how theoretical and practical training should be delivered and identifies required elements for proper training and familiarization.


MEWP Rescue Planning

A written rescue plan must be created and incorporated into the company’s training procedures which addresses falls from the platform. Rescue planning is necessary to ensure the safe and timely rescue of workers from heights in the event of a MEWP breakdown, platform entanglement or a fall from the platform. The plan should limit the time anyone on the work platform, known as an occupant, is suspended after an arrested fall. The rescue plan can include the following:

  • Self-rescue – by person involved
  • Assisted rescue – by others at the work site
  • Technical rescue – by emergency services


MEWP Qualifications and Training

MEWP-specific training must be provided to operators and their supervisors by a qualified person and must be presented in a both a language and vocabulary the trainee can understand.
