Post from Ginny Walton/Mansfield: Over the spring and summer I have been introduced to federal senate bill 3263 and house bill 5845, which seem to have all the elements of best recycling practices at a national level:
- Require big corporations take responsibility for their pollution, requiring producers of plastic products to design, manage, and finance waste and recycling programs.
- Spur innovation, incentivizing big corporations to make reusable products and items that can actually be recycled.
- Create a nationwide beverage container refund program, which is successful at the state level.
- Reduce and ban certain single-use plastic products that are not recyclable.
- Establish minimum recycled content requirements for beverage containers, packaging, and food-service products.
- Spur massive investments in U.S. domestic recycling and composting infrastructure, while pressing pause on new plastic facilities until critical environment and health protections are put in place.
I am wondering if CRC and recyclers are aware of this bill, which could have a positive impact on recycle markets?
Response from Pam Roach/CRC Board: We will add it to the CRC Agenda for our next CRC Board meeting at 9am on 8/19/2020.
Response from Katherine Brun/West Hartford: This bill is brought up in the documentary The Story of Plastic. For those who haven’t seen it I highly recommend. It costs $2.99 on Amazon Prime. NM Senator Udall is a co-sponsors of the bill and is featured in the film. See here for more info about the documentary.

EPA FY21 Environmental Workforce Development and Job Training (EWDJT) Grants
Funding opportunity to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field.

Funding: Total anticipated funding of $3,000,000 with grant ceiling of $200,000

Department of Commerce/NOAA FY21 Marine Debris Removal Grant
The NOAA Marine Debris Program, authorized in the Marine Debris Act, codified at 33 U.S.C. § 1951 et seq., supports the development and implementation of locally-driven, marine debris assessment, removal and prevention projects that benefit coastal habitat, waterways, and NOAA trust resources.
Eligibility: State, local, tribal, and territory governments whose activities affect research or regulation of marine debris and any institution of higher education, nonprofit organization, or commercial (for-profit) organization with expertise in a field related to marine debris. See full announcement for details.
Funding: Estimated total funding $2,500,000 with individual funding awards ranging from $50,000-250,000
Closing date: Letter of intent required by September 4, 2020, full proposals due December 4, 2020

DEEP and RecycleCT offer a Facebook Live event every Tuesday morning at 10am. Topics range from composting, waste reduction, what goes in the bin and more. Program is 5-15 minutes long. Archives are also on RecycleCT YouTube page. |
Managing Electronic Waste from Municipal Buildings, including schools

New Haven Climate Movement youth leaders developed the Climate Justice Schools proposal with the help of the local group, the Climate Health Education Project. It calls for students to spend 30 hours each year studying climate change and working on local solutions. Schools would also implement changes in the way they operate, like providing all vegetarian options on “Meatless Mondays.”
The proposal would roll out at five New Haven high schools first, where one teacher and two students would get stipends to lead each school’s program. This would cost $3,000 per school.
