Subcontracting to Federal Prime Contractors
Federal Large Prime contractors work directly with the government. Subcontractors do not work directly with the government, but instead work for a prime contractor. Federal Prime contractors are obligated to parse out parts of their awards to small businesses.  
Top 100 Prime Contractors
Research the Top 100 Prime Contractors list and find who is buying what you are selling.

Most large prime contractors' websites contain information for potential subcontractors. These websites will explain how to register with the prime and the types of businesses (products/services) they are looking for.

Prime: Pfizer: https://www.pfizer.com/
Search: "Become a Supplier" (or, "subcontractor") https://www.pfizer.com/b2b/suppliers/becoming-a-supplier
