Your Weekly Update: March 30, 2020

Adjusting to a new normal

Earlier today, Governor Ralph Northam issued a statewide Stay at Home order, which takes effect immediately and will remain in place until June 10 , unless amended or rescinded by a further executive order.

The order directs all Virginians to stay home except in extremely limited circumstances, as outlined in last week's Executive Order 53. Click here for the full text of today's executive order.

HBAV reminds members that although the construction industry still remains operational at the current time, no one should be conducting business as usual.

It's critical for every member to follow CDC and government guidelines in keeping employees, clients and the general public safe. Not doing so could jeopardize the industry's status as an essential business. Click here for HBAV's latest update.

As of this morning, Norfolk has closed all municipal offices and employees are tele-working.  Inspectors will no longer conduct on-site inspections for the next two weeks, with an extension possible depending on the health crisis status at that time. Contact your inspector to discuss using Face Time, videos or photos.  Third-party inspections continue to be accepted.

The Coronavirus Aid, Relief and Economic Security (CARES) Act that was approved Friday includes several provisions to help small businesses and those engaged in the residential construction sector. For a full analysis from NAHB, click here .

The Home Builders Association of Virginia and the Virginia REALTORS ® are strongly recommending that members refrain from holding “traditional” in-person open houses for the foreseeable future and transition to by-appointment only tours and virtual tours. The Virginia Department of Health has also issued guidance pertaining to model homes and open houses . Click here for more details.

The Hampton Roads Workforce Council and the Greater Peninsula Workforce Board have received Rapid Response funding to assist employers eligible to remain open during this emergency. Funds are reserved for small businesses (250 employers or less) and may be used to clean facilities and support other related emergency/contingency needs. Click here for details.

To support multifamily property owners and keep apartment renters in their homes during the national emergency, the Federal Housing Finance Agency (FHFA) has announced that Fannie Mae and Freddie Mac (the Enterprises) will offer multifamily property owners mortgage forbearance with the condition that they suspend all evictions for renters unable to pay rent due to the impact of coronavirus.
