The Planning Commission is offering one more opportunity to comment on the proposal to restrict retaining wall construction.  If  you can make the hearing it would bolster our position which is significantly different than that of the Planning Director. 

 

Even though the subject is number 5 on the agenda I expect the commission will reopen the hearing by 3:40 pm.  The hearing will only be open until all present have had the opportunity to provide their comment. CWHBA plans  to make a statement. The essence of our position is:  to

modify the staff proposal to limit the products used to ONLY those that are designed, engineered and manufactured primarily for that use.   

 

 

There are essentially three options on the table right now for retaining walls. Do nothing; identify and ban the wall materials that would not be approved for use; and reconsidering the current draft proposal with some slight modification. The City has been consistent in pushing for an "aesthetic" design standard. But this isn't something the Commission is very excited about.

 

Besides the "aesthetic design" standard preferred by staff, there are other things to be considered as well. Should walls be allowed to be built on a property line or should they be set back some distance? Should irrigation and landscaping be required? Should walls over a certain height trigger a Class II review?

 

To this point our position is pretty simple and strictly focused on the integrity of the wall. We'd prefer to modify the proposal to limit the products used to ONLY those that are designed, engineered and manufactured for such use.  

 

Comp. plan amendments are likely dead for this year. I would be surprised if it was opened for amendment this late in the year.

 

Yakima County:

The County is moving forward on plans to establish and maintain adequate water resource security in Yakima County in the event of a groundwater access stoppage. They plan to have a program in place within a years' time. A recent public presentation on domestic water issues in Yakima County was held for the members of the Yakima Association of Realtors. Presenters included the Washington Association of Realtors legal counsel and water expert Bill Clarke, Tom Tebb and Bob Barwin with the Department of Ecology and Yakima County Public Services Director Vern Redifer. The CWHBA will be planning a similar presentation for all members of the CWHBA.  

 

 

 

Kittitas County

Kittitas County Community Development Services Code:

 

Public Health is trying to get the word out to you all, regarding the Building Permit intake process at CDS.  As of July 15th 2013, regardless of location in the County, it will be required to have an approved Water Adequacy Form in hand, before any building plans or permit applications will be accepted at CDS for review.

 

On June 26, 2013 from 6:30 to 8:30 PM Kittitas County will be holding an open house regarding changes to the county comprehensive plan and code regulations to protect the quality and quantity of ground and surface water. The meeting will be held at the Teanaway Hall at the Kittitas County Fairgrounds. Staff from Kittitas County Community Development Services (KCCDS) and Kittitas County Public Health Department (KCPHD) will be present to discuss their efforts to comply with the Growth Management Hearings Board and protect the future of ground and surface water in Kittitas County.

"This is the public's time to ask their questions and give their feedback regarding our efforts," says Dr. Mark Larson, Kittitas County Health Officer.

 

 


Home Resource Guide

It seems like we just wrapped up the Spring Issue of the Home Resource Guide but we are already beginning work on the Fall Issue.

How Do I Earn Spike Credits?

Members earn 1 Spike credit for each new member they sponsor. When that member renews on their 1st. year anniversary, their sponsor automatically gets 1 retention credit. Every year thereafter, their sponsor will receive a � renewal credit. For a member to attend NAHB & BIAW Spike events, you need to have obtained Spike status (6 credits) and have recruited a minimum of 1 new member thereafter for each calendar year by April 30th.

Chefs on Tour

The Chefs on Tour event will take place during the Tour of Homes week on September 12 & 13 from 5-9 pm. Chefs may choose the night they wish to participate and slots will be filled on a first-come, first-serve basis. A limited number of tickets (800) will be available to this exclusive event.

Chefs will be able to prepare their dishes in front of and interact with attendees. Then attendees will sample the chefs' dishes. Attendees who visit every home on the tour will be able to vote for their favorite chef. The chef with the most votes will be named Best Chef on Tour and featured on 
in the 2014 Chefs on Tour magazine.

Health Care Reform Tip - New Taxes are here!

 

The Affordable Care Act ushers in sweeping and broad reaching taxes throughout the health insurance industry. Many of these new taxes will simply be absorbed through the health insurance premiums that each of us pay, however some of the taxes are specific to "high income earners."

 

High income earners are defined as:

  • $250,000 for married taxpayers filing jointly;
  • $125,000 for married taxpayers filing separately;
  • and $200,000 for other taxpayers.

 

1) The Affordable care Act imposes an additional 0.9% Medicare tax on FICA wages, or self-employment income that exceeds certain threshold amounts.

 

2) The law also imposes for the first time ever a 3.8% Medicare tax on passive, or unearned, income, such as capital gains and dividends for tax years beginning in 2013. This new surtax will apply to individuals, estates, and trusts. C corporations will not be liable however. How does this new tax work? For individuals, the unearned income Medicare tax is imposed on the lesser of:

 

- an individual's net investment income for the tax year, or

- any excess of modified adjusted gross income (MAGI) for the tax year over a "threshold amount

Eye on the Economy: Builder Confidence Hits a Milestone

The NAHB/Wells Fargo Housing Market Index (HMI), a measure of home builder confidence, reached a milestone in June. Coming in at a level of 52, the HMI recorded its highest level since April 2006 and its largest monthly jump since 2002.

The index compares the share of builders who believe market conditions are positive with those who believe they are negative. With the index rising above 50, the HMI now indicates that builders seeing a better market outnumber those judging it as poor.

 

The price of building materials is beginning to come down, and that is one factor lifting builders' spirits. In addition, home builders are seeing increasing numbers of prospective home buyers, attracted to new construction in part due to low existing home inventories as well as historically low interest rates. Rising home prices are also providing home buyers with confidence in the investment value of a home purchase.

 

According to the Census and HUD, the pace of housing starts in May (a 914,000 seasonally adjusted annual rate) rose 6.8% as apartment construction rebounded from an unusually low April and single-family construction remained virtually even. Regionally, the South was the only region with an increase in single-family starts (12.2%) while the Northeast dropped 20%, the Midwest dropped 15% and the West dropped 4%.

Single-family permits increased by 1.3% to a pace of 622,000, the highest since May 2008. No region experienced a decline. Issued but unused single-family permits were up by double-digit percentages in all three regions with a drop in starts. Stockpiling permits along with above-average precipitation in those same regions suggest single-family starts were held back by wet weather.

 

Total permits were down 3.7% due to a decline for multifamily permits from an elevated pace in April to a more normal rate of 352,000 for May. This normal level of multifamily construction is sustainable, as absorption rates from the Census Bureau's Survey of Market Absorption of Apartments suggest continued demand for rental properties. Averaged over 2012, apartment three-month absorption rates reached 64% for the year, a level not seen since 2001.

 

Despite the regional variations in housing construction activity, the recovery for housing continues to be broad based. According to the June NAHB/First American Improving Markets Index, the number of metros continuing to show improvement increased to a count of 263 or 73% of all markets measured. The index is up five markets from May, which had dropped 15 markets from April, the first significant drop since the same time last year.

As noted above, one potential reason for a rise in builder confidence, and one with impacts for all segments of the residential construction industry, is an easing of building material prices.

Per the Bureau of Labor Statistics, the Producer Price Indexes for framing lumber and OSB declined from April to May, -7.7% and -10.9% respectively. Increased production in both the U.S. and Canada combined with favorable trade developments, lower exports to China and higher imports from other markets contributed to the declines. Early indications are that the June numbers will add to May's declines.

 

While welcome relief, these generally lower prices still leave wood product prices at elevated levels. The 67% rise in framing lumber prices from their housing bust lows has been reduced to 54%, but prices are still at 89% of their housing boom peaks. The 151% rise in OSB prices has been reduced to 124%, but prices are still at 62% of their peaks.

Another headwind - worker availability - continues to challenge. At 108,000 in April, the number of open, unfilled positions in the construction industry remains near post-Great Recession highs. This marks four consecutive months for which the total number of open positions was greater than 100,000, the first time this has occurred since a stretch that began in 2007.

 

Despite the headwinds, underlying the growth in housing construction are slow but steady financial improvements for households. During the first quarter of 2013, household balance sheets improved with increases in home values and reductions in mortgage debt, thereby boosting household net worth. Over the last five quarters household real estate values have risen by more than $2 trillions.

 

Supported by recent increases in consumer confidence, consumer credit continues to expand. The amount of consumer credit outstanding increased at a seasonally adjusted annual rate of 4.7% in April, reflecting an expansion in the outstanding amounts of both non-revolving credit (auto loans and student loans) and revolving credit (credit cards).

The BIAW has scheduled 2012 IRC/Energy Code Update Classes throughout the state for BIAW members and non-members which highlight significant changes to the codes.

  • Assisting members with L&I audits.

National Director Report
I had the honor of attending the collective meetings at Washington DC this past June 6-8 as your National Director I am so pleased to report all the wonderful things I was able to imagine, experience, and then report back to you.  The number one feel good report coming from the Chair Rick Judson was the happy announcement that the National Housing Center was able to secure a lease on the entire 8th floor which will add 1 million dollars a year for the next 12 years to the bottom line of the budget. The lessees are Foundation for Community Assistance , entrepreneurs that provide financial assistance for low income entrepreneurs. They negotiated a lease for 42.50 per SF for the entire floor, with an initial investment by NAHB of 77.00 per SF for upgrades. (A one time expenditure of 1.8 million that will return 1 million a year for the next 12.) He was pleased to report that the National Housing Center received the Energy Star Label for the 9th time also.

The chairmanship report also gave us information on HR 1255. 
HR 1255 which is a redo of HB1755 and SB 1002, both bills are specific guides to bank and field examiners regarding collateral and appraisals.

Guest Speaker HUD Secretary Shaun Donovan 
Appointed by President Obama 
" We are coming out of a historic economic crisis!" The FHA has served as a major force to stop the hemorrhaging and provide the credit flow to low income individuals." 
1in 5 loans are from the FHA, 1 in 2 are from the FHA to first time homebuyers. 
FHA is facing a crisis: 
The 25 billion that was allocated for fiscal year ending Sep 30 2013 is not going to be enough to fund the loans that are pending for multifamily and healthcare projects, shovel ready. They will run out of the ability to release funding available for this around mid August 2013. They are asking for an additional 5 billion funding that will result in a 200 million increase in interest income to taxpayers for the fiscal year ending Sep 2013. 
This is not a increase in spending, it only allocates the additional 5 billion to be loaned out to consumers which is an increase in lending that will  
be a net asset to taxpayers.  
He also reported that in 11 of the past 12 months we have added 189,000 construction jobs.

Dan Durden spoke to the number of Directors we have at NAHB vs. other organizations. A typical nonprofit has 16 Directors, a Fortune 500 company has 11. NAHB has 2000. The size of our board creates more opportunity for static. The burden falls on us as individual directors to act collectively, maintain loyalty, and review the Code of Conduct for all Directors.

Tom Woods gave a report on NAHB assets, which are down 5.5 million in 2012. He encouraged all members to participate in the Membership Madness coming up in Sep/October. 192 booths have already been sold for the next IBS in Las Vegas 2014 and the IBS 2013 had an increase of 31% in attendance. The total attendance count was 3561. He also reminded everyone to obtain airline tickets early if planning on attending, as SuperBowl 2014 is two days prior to IBS.

Ed Brady, current 3rd Vice Chairman, asked forays received nominations of 4Senior Life Directors, and 13 life Directors. To be eligible the Life Directors had to have attended two of three meetings the past ten years, and the Senior the past twenty years. 
He also spoke about two locals that asked for Charter Revocations in protest to the dues increase. All of these items were approved unanimously.

Kevin Kelley talked about the effects of the sequester. Specifically that HUD programs could receive less funding in FY 2014. 
Pre-recession FHA mortgages were only 3% of mortgages. Then after the massive pullout of private banks, FHA is now the majority lender.  
We then heard from Granger MacDonald, so far the only candidate for NAHB Third Vice-Chairman. He is a former President of the Texas Association of Builders. He kept his address to the members very brief, and said his main objective as NAHB President would be to keep NAHB on the offensive, not as adversarial, but as knowledgeable council to Congress on the housing industry.

Jerry Howard informed the crowd of the current Endangered Species Act which requires Fish and Wildlife services to make determinations on 700 species in the next 5 years. (By2018) Each individual should find the species in their area and stay informed and involved on these determinations.

Don Pratt spoke about NAHB Code Development Action Plan 
He encourages all members to personally meet with their local officials, both code and elected. He asks us to ask elected officials to allow code officials to travel to Atlantic City for the ICC final action hearings being held there Oct2-10. They are only allowed to vote if in person. At stake are over 750 code change proposals that could add over 42,000.00 to the cost per single family home.  
Some examples of these changes are RB127 which would add 10-15 k by requiring a second stairway in larger homes within 50 feet of any habitable space above or below the main level of egress.  
Another example is RB166 which could add up to 20,000.00 that increases the setback requirements to 10 feet if the exterior wall contains foam insulation.

June 2009 is considered the first month of the beginning of the recovery from the Great Reccession-Depression. Housing has been growing 4-5x faster than the rest of the economy. Housing is 2% of the economy, but should be 6% of the economy so it is still reduced. However, consumer confidence is at its highest level now in the past 4 years.  
Dr. David Crowe, our Chief Economist, gave his Forecast.these are the five Long Face issues: 
1) Credit 
Getting a mortgage remains tough. The average FICA score in America is 700. The average successful borrowers score is 769.

2) Labor 
There is a shortage of Framers and Carpenters.  
NAHB is supporting a Market Based VISA to allow guest workers due to the severe shortage of workers contributing to the slow recovery of housing.

3) Foreclosures 
3.21% of all mortgages are 30 days late. 
There were 1,456.156 Foreclosures last year, 28% being in Florida.

4) Appraisals 
In April 2013 builders reporting on NAHB surveys stated that 54% of their new home appraisals came in below cost of building the home, and 36% lost a sale due to the low appraisal.

5) Material Prices 
the current price level of Gypsum is a t 94% of where it was at the Boom of the Economy in 2000. 
Concrete is at 108%. 
However, Production is only at 38% of peak.

Here are his Forecasts: 
1) Residential Remodels: Modest continued increase, but well on its way to full recovery-

2) Multifamily: this sector is above historically sustainable levels and thus so will taper off.

3) Single family homes: 
There was a 25% increase from last year. He is predicting a 28% increase for 2014. We are 47%, halfway back to 2000 normal at this time. He predicts us at 71% of normal by 12/2014. 
So he summed it up as "Decent, but not roaring-" and then suggested it was king of like the KC and the Sunshine Band song, 
"do a little Dance, make a little....... And you should all do that tonight...."
