Recently, I had the honor of attending the National Association of Latino Elected Officials (NALEO) conference, a non-partisan gathering of Latino leaders from across the country. This annual conference is an incredible opportunity to learn from one another, share ideas, and strengthen the work we do in our own communities.
It was also a chance to reconnect with fellow leaders from Arizona and proudly showcase what the City of Glendale and the Alhambra Elementary School District have to offer. My biggest takeaway? There are many different and innovative ways cities are tackling the housing crisis, and we in Arizona can benefit by thinking more creatively, boldly, and collaboratively about how we address our own housing shortage.
Pictured here are friends and colleagues from Arizona, Wisconsin, Missouri, New York, Connecticut, California, and Florida. Each of them is doing incredible work to uplift their communities.
I’m proud to bring new ideas, fresh energy, and a renewed sense of purpose back to the Cactus District and to Glendale. Let’s keep learning, growing, and leading together.

🏛️ Arizona Governance and Policy Academy Hosts Summer Policy Retreat
Each year in mid-August, the Arizona Governance and Policy Academy brings together elected officials and their staff for an intensive two-day Summer Policy Retreat, and this year’s event was no exception. Held last week, the retreat offered a dynamic learning opportunity hosted by the Morrison Institute for Public Policy at Arizona State University, the Kyl Center for Water Policy, and the Arizona Research Center for Housing and Economic Solutions (ARCHES).
The retreat featured a series of thought-provoking presentations and interactive sessions designed to deepen understanding of Arizona’s most pressing policy challenges. Among the standout topics were:

💧 "Water: Myth or Fact" – A deep dive into Arizona’s water realities, dispelling common misconceptions and exploring sustainable solutions.

📊 "Data-Driven: Mapping Arizona's Education-to-Career Pipeline" – A look at how data can guide smarter investments in education and workforce development.

🔥 "What Does Wildfire Risk Reduction Mean for Arizona's Forested Communities?" – A timely discussion on fire prevention, land management, and community resilience.

🏘️ "The Housing Game Changer: A Simulator for Smarter Policy Decisions" – An innovative tool that allows policymakers in certain regions to test housing strategies and forecast outcomes.
These sessions provided valuable insights and practical tools for shaping policy that reflects the needs and realities of Arizona’s diverse communities. The retreat also fostered collaboration across jurisdictions and disciplines, reinforcing the importance of informed, data-driven governance.
I'm grateful to Arizona State University, the Morrison Institute, Kyl Center, and ARCHES for their leadership in organizing this impactful event, and I look forward to applying what I learned to better serve our Cactus District residents.

🎉 Leadership Updates: Glendale Welcomes New Deputy City Manager and Celebrates Two Key Promotions
Welcome, Thomas Adkins, new Deputy City Manager!
The City of Glendale is proud to welcome Thomas Adkins as its new Deputy City Manager. With decades of experience in public policy, crisis communications, and legislative advocacy, Adkins brings a wealth of knowledge to the role. He will oversee the Intergovernmental Programs and Communications departments, guiding internal and external communications, media relations, and special projects to align with community needs and City Council goals. His background includes leadership roles with the Arizona Board of Regents and the City of Peoria, and he holds both a Bachelor of Arts in History and a Master of Public Administration from Arizona State University. His first day will be August 25.
Congratulations, Purab Adabala, Transportation Director!
After 18 years of dedicated service to Glendale, Purab Adabala has been promoted to Transportation Director. H began his career with the city in 2007 and has steadily advanced through key roles in transportation planning and administration. In his new position, he will oversee the city’s transportation systems, including the Glendale Regional Airport, transit services, and pavement management. With a master’s degree in urban planning from the University of Kansas and a bachelor’s in architecture from Andhra University, Adabala is well-equipped to lead the department through major infrastructure projects and continued innovation.
Congratulations, Djordje Pavlovic, Engineering Services Director!
Glendale also celebrates the promotion of Djordje Pavlovic to Engineering Services Director. Pavlovic has served the city for over a decade in roles such as structural engineer and building official, contributing to the safety and integrity of Glendale’s built environment. In his new role, he will lead a team of nearly 40 professionals in executing capital projects and designing city infrastructure. Pavlovic brings 23 years of experience in structural engineering and public sector leadership, and holds credentials from the Arizona Board of Technical Registration, along with degrees from the University of Belgrade and the University of North Carolina at Charlotte. He begins his new role on August 25.

City Manager's Update

From safer streets to luxury arena upgrades for fans, exciting things are happening in Glendale. Here's a look at what’s new and what’s next!

Bond 2025
In an effort to prepare, protect, and preserve infrastructure in the City of Glendale, the City Council has placed two important bond questions on the ballot this November. Voters will have an opportunity to voice their opinions on two critical issues, including Question 1, which invests in storm drains, pipes, inlets, and catch basins to ensure safer roads and remove water during heavy rainfall and monsoons; and, Question 2 which would invest in city operations facilities that help support critical operations such as the maintenance of public safety vehicles as well as other city vehicles, fuel stations, traffic signals, streetlights, and street signs. City Operations facilities are also used to maintain equipment used for roads and right-of-way preservation, graffiti removal, and building maintenance. These bonds would also make health and safety repairs to aging municipal facilities, including replacing swamp coolers with modern HVAC, safety improvements, as well as water conservation and energy efficiency.
The deadline to register to vote is October 6, 2025. This will be an all-mail election. The Maricopa County Elections Department will begin mailing ballots to all registered voters on October 8, 2025. All ballots must be received by Election Day, November 4, 2025.

| | Mission Complete: Every Glendale Patrol Vehicle Now Equipped with an AED ❤️🩹🚓 | | |
What started as a generous donation to Glendale PD's K-9 Unit has now expanded department-wide. Every Glendale patrol vehicle is now officially equipped with an Automated External Defibrillator (AED). Thanks to the support of the BHHS Legacy Foundation, AEDEverywhere, and our partners at Stryker, we’re now better prepared to respond when seconds matter most. Officers are often first on scene, and having these lifesaving tools at their side can mean the difference between life and death.
The department was proud to mark the moment with Vice Mayor Lauren Tolmachoff, Deputy City Manager Rick St. John, Assistant Chief Brad Harkleroad, and our dedicated partners who helped make this possible.
This is a win for officer safety, a win for community safety—and a shining example of what’s possible through partnership.

The City of Glendale offers an Emergency Home Repair Program designed to help eligible homeowners maintain the safety and livability of their homes. This program provides essential repairs for issues that pose immediate risks, such as lack of running water, electricity, or heating and cooling.
To qualify, applicants must meet certain criteria, including residing within Glendale city limits, owning and occupying their home for at least one year, and meeting federal income guidelines for low/moderate-income households. Assistance is limited to emergency repairs that directly impact habitability.

Residential streets between Olive Avenue and Peoria Avenue, between 43rd Avenue and 51st Avenue – Crack sealing to take place in late Summer/Fall to prepare for Slurry Seal application to take place later in the program.
In the event of inclement weather, crack seal and slurry seal/seal coat activities typically resume the next possible working day as conditions improve.

Graffiti Removal Request
The City of Glendale appreciates its citizens' participation in the removal of graffiti.
To report graffiti, please visit the city’s service request system by clicking the icon below. When prompted for the issue type, look for Neighborhood Concerns or simply start typing the issue.

By using GlendaleOne to report this issue, staff will automatically be assigned for follow-up. Submitters also have the option to personalize notification preferences for automatic progress updates, add photos, search a knowledge base of frequently asked questions, quickly access important phone numbers, and request a variety of other city services.
If you prefer to call, you can leave a detailed message at 623.930.2940. The City of Glendale strives to remove all reported graffiti within 48 hours of being notified.
