The Governor’s 2023-24 May Revision upholds funding for homelessness programs committed in last year’s budget. However, it does not include any new, ongoing funding for cities to increase the supply of affordable housing and reduce homelessness. Cal Cities is calling on lawmakers to find a permanent home in the budget for $3 billion in ongoing funding to prevent and reduce homelessness and boost affordable housing.

SB 423 (Wiener) is now on the floor and could be voted on any day! The bill would expand SB 35 (2017) to all cities and extend the sunset date another 10 years. SB 35 requires some cities to ministerially approve certain multifamily housing projects without public input or environmental review. The state is accepting applications for the California Automated Permit Processing Program (CAL APP), which helps cities pay for the cost of a mandated automated online solar permitting platform. The platform is free for all agencies. Funding is awarded on a first-come, first-served basis, but since the official deadline has passed, there is no guarantee of funding. The state is urgently encouraging cities to apply before June 1, 2023. Read more

A third round of Homekey funding is available. The program helps cities quickly build or purchase housing, including hotel conversions, for people experiencing homelessness. Due to demand, applicants should submit their applications as soon as possible. Unsure about how to develop a Homekey project? Earlier this year, Gov. Gavin Newsom and others publicly praised a motel conversion in Redlands, with one expert calling it an “important model” for other cities. Read more

All public sewer system agencies with sewer systems greater than one mile in length must apply for regulatory coverage and comply with corresponding system management and spill reporting requirements under an order from the State Water Resources Control Board. The order is the largest change in sanitary sewer system regulations since its first adoption in 2006. Read more

The California Office of Traffic Safety has launched a new road safety campaign. Since 2020, the number of roadway deaths has increased, effectively wiping out the progress of the past three decades.
