CalCIMA Members Come Together in Napa . With the theme of “Essential—Beneficial--Sustainable,” the 2019 CalCIMA Education Conference at the Silverado Resort in Napa Valley, proved to be an information-filled event for a record number of members. The event was highlighted by key note addresses from Elissa Konove, the undersecretary for the California State Transportation Agency, and Baron Worthington, economist for Vulcan Materials, Inc. “We were thrilled with the enthusiastic turnout of more than 300 attendees to our annual Education Conference,” says Gary Hambly President and CEO. “This Conference is one of the rare chances during the year for executives in the construction and industrial materials sector to get the industry, economic and regulatory information that they need to plan and make the most of the exciting year ahead.” The conference also featured a proposal by the CalCIMA Emerging Leaders for an industry-wide sustainability index and good news on CalCIMA’s first workforce development class at San Bernardino Valley Community College. Throughout the conference members had opportunity to attend over three dozen talks on a variety of compliance, specification, legal, and human resource issues. The conference concluded with sessions devoted to mineral resources and ready mixed concrete, each of which featured a Producer Roundtable where a half dozen producers and experts exchanged views in a free-flowing exchange of ideas. It was quite a couple of days! We give great thanks to all the sponsors, exhibitors, speakers, and attendees!
Members Recognized with Awards At Conference. The association’s Education Conference provides the opportunity to recognize members for their efforts to further industry goals throughout the year. This year Steve Toland, Sprague’s Ready Mix , received the President’s award for teaching the Workforce Development class at San Bernardino College. Scott Taylor, with Taylor Environmental Services , received the Associate of the Year Award for untiring efforts to support the Environment & Natural Resources Committee on air quality issues. Herb Burton, Central Concrete Supply Co., Inc . received the Spirit of the Industry Award, for his drive and enthusiasm in promoting the association. Finally, the Ben J. Licari Award was presented to CalCIMA President & CEO Gary Hambly for 12 years of dedicated service, and particularly by enhancing the legislative role for the association. Congratulations! This year’s recipients are enshrined in a short video .  
Safety Accomplishments Recognized.   Each year the CalCIMA Excellence in Safety Award recognizes mines, plants and individuals that make exceptional contributions to safety. This year’s recipients were Granite Construction’s Arvin Aggregate Plant in Kern County, Graniterock’s Quail Hollow Quarry in Santa Cruz County, and Right Away Redy Mix’s Pleasanton Plant in Alameda County. In the individual categories, the recipient for Outstanding Safety Leadership was Cynthia Escobar , weighmaster at Graniterock’s Quail Hollow Quarry. For the Safety Professional Award, the recipient was Julio Cazares with Stevens Creek Quarry in Santa Clara County. Congratulations to all the recipients! See what they had to say in this blog posting.
First Workforce Class Graduates!  The CalCIMA Bridge-to-Employment pilot classes wrapped up in mid-November with fourteen students and a 100% completion rate. Graduating students received certificates of completion from San Bernardino Community College District and CalCIMA as well as OSHA 10 certifications. They also received Aggregate Handbooks , work boots, and interview suits. While some students are still working to complete their degree and Career Technical Education programs in mechanics, welding, or construction, others are already submitting applications and actively pursuing employment with participating employers. Lots of News from ARB: Trucks, Monitoring, Land Use, Generators, & Carbon.  The Air Resources Board will be considering at its Dec. 12 Board meeting, a number of important matters.   On top of the list is the Advanced Clean Trucks Regulation . The aim of the rule is to achieve zero-emission vehicles for medium and heavy duty trucks by 2040. The focus is on making changes in the manufacture of trucks, as well as those sectors that are most able to reach zero-emissions, such as ports and state vehicles...If you are wondering about the AB 617 Community Protection Program , the Air Resources Board will have a hearing on Dec. 12 to consider more communities for air monitoring and emissions reductions. Comments will be accepted until Dec. 9...The ARB has printed the Final Sustainable Communities Strategy (SCS) Program and Evaluation Guidelines . This is basically a document in furtherance of SB 375 from 2008, a land use planning bill intended to harmonize businesses, homes, and transportation in order to minimize greenhouse gas impacts. The document reflects changes in greenhouse gas emission targets over the years...Wondering whether the ARB allows use of back-up generators when electric utilities cut off power? The short answer is, “Yes.” See ARB’s regulatory page on Use of Back-Up Generators ....The ARB will be holding a workshop on Dec. 11 to get informed input on the role of carbon capture, sequestration, and utilization in meeting the state’s carbon neutrality goals. The agenda will look at what can be captured from industrial plants and the air, and provide company case studies. For more information, contact aharper@calcima.org

Water, Fish, & Species News . This week, the State Water Resources Control Board began informal stakeholder meetings to develop implementation guidance for the dredge and fill procedures in the state’s new wetlands regulation, adopted last spring. A draft guidance document is expected in early 2020, with a final document by spring...The California Fish and Wildlife Department will be conducting five year performance reviews for many endangered species, including the Ventura Marsh’s milkvetch, Desert pupfish, and the Fresno kangaroo rat. If you have information on the whereabouts of these and other listed species, please contact the officials named here ...Meanwhile, the Fish and Game Commission is considering petitions to list the Joshua Tree and the Shasta snow-wreath as endangered.  
Housing’s Ups and Downs.  The latest data shows housing permits were up nearly 22% in September. The breakdown is a 47% increase in multi-family housing permits, and a 2.3% decline in single family housing permits. Overall, housing permits are likely to be 111,000 for the year, compared to 117,000 last year...The state’s policy efforts to increase affordable housing remain disconnected as the State Attorney General is opposing a housing plan in San Diego County due to greenhouse gas concerns. 
Federal Aggregate Legislation Introduced . Legislation has been introduced in Congress to address the availability of aggregate supplies for infrastructure projects. Specifically, it is HR 5117 , the “Rebuilding Our Communities by Keeping aggregates Sustainable Act,” or the ROCKS Act. It would create a commission to study and make recommendations on regulatory and legislative improvements to ensure an adequate supply of aggregates. It would require a report to the Secretary of Transportation within two years.
Safety in the News.  The Federal Mine Safety and Health Review Commission recently ended its simplified proceedings. These were intended to speed up simple cases, but in actuality, the “simplified proceedings settle at approximately the same rate as those governed by conventional procedures. In addition, the Commission had given simplified proceedings priority over more complex cases, which resulted in disproportionate Commission attention to the simplest cases,” says a legal update from Stoel Rives LLP ...The Mine Safety & Health Administration has issued two recent safety alerts relating to mobile equipmen t on mine sites. They remind mine operators and personnel to stay alert, watch where you are, look behind you, and wear reflective clothing...MSHA’s work place exam trainin g for inspectors is now on their website…The Division of Workers Compensation will hold their annual conference for 2020 in Oakland on March 5 & 6, and in Los Angeles on March 26 & 27. 
NRMCA Schedules Concrete Course for Ontario . The Concrete Technologist Training and Certification Course has been scheduled for Jan. 27 - 31 in Ontario. The National Ready Mixed Concrete Association’s week-long “Short Course” provides intensive training on aggregates, cement, fly ash, and other materials in concrete. It reviews specifications, testing, and operational methods. The course has been given for over 50 years, and remains one of the most efficient ways to ensure you have the most knowledgeable employees.
CalCIMA President Featured at Economic Conference . CalCIMA President and CEO Gary Hambly will be speaking at the North State Economic Forecast Conference on January 9 th in Redding. The Conference is about Exploring Pathways to Meet the Needs of Workforce, Education and Economic Development.  Hambly and James Morante, State Director for Energy, Environment and Utility (ECU) for California’s Community College System, will be sharing information about the development of the CalCIMA talent pipeline in partnership with community colleges and the recent graduation of the first class out of the bridge-to-employment pilot program.
Member News.  Jayne Powell with Granite Construction Co . was recently re-appointed to the Colorado River Basin Regional Water Quality Control Board . An environmental and aggregate resources manager for Granite Construction , she has served on the Water Board since 2015. Congratulations!
