After a year of thoughtful strategic planning and cross-departmental collaboration, we are proud to officially unveil CalOptima Health’s redesigned website. While projects of this size and complexity often require 18 to 24 months to bring to life, our teams worked diligently and delivered a comprehensive, modernized platform in 12 months without compromising quality or functionality. This launch represents a transformation in how we serve our members, providers and community. The redesigned site is a key investment in our digital infrastructure, enabling easier access to critical resources, fostering stronger engagement and enhancing the overall user experience.
A few highlights:
- Re-engineered “Find a Doctor” search tool to help members easily find the care they need
- A new Community Impact section showcasing our work across Orange County
- Improved access to Board and advisory committee materials and archived meetings
- Streamlined and updated content written to engage the users
- Improved accessibility for users with disabilities

| | | Medicaid Advocacy Letter Distributed | | On April 17, CalOptima Health coordinated and distributed a joint letter with several of our local safety net partners to Orange County’s delegation to the U.S. Senate and U.S. House of Representatives to advocate for the protection of Medicaid funding during ongoing budget reconciliation negotiations. The other signatories included the Orange County Health Care Agency, County of Orange Social Services Agency, First 5 Orange County (Children & Families Commission of Orange County), Hospital Association of Southern California, Orange County Medical Association, and Coalition of Orange County Community Health Centers. | | | Conditions of Children in Orange County Report Released | | |
On May 2, First 5 OC and the County of Orange Social Services Agency (SSA) released the annual Conditions of Children in Orange County report detailing indicators of children’s well-being, including their health, economics, education and safety.
The report covers kids from 0–18, and most indicators have 10 years’ worth of data showing trends and conditions by age, race/ethnicity, school district, city, etc. In addition to a general overview, this year’s two topics of focus will be the new indicators — childcare and perinatal behavioral health. | | | Monthly Update on CalOptima Health’s Covered California Efforts | | |
CalOptima Health continues our organization-wide effort to prepare for launching a new Covered California line of business, effective January 1, 2027. Since the prior Board meeting on April 4, the following activities have been undertaken:
- Leadership began contract negotiations with health networks and hospitals in accordance with the rate ranges approved by the Board in closed session on April 3, 2025.
- Following a formal procurement process, staff recommend contracting with Deloitte Consulting LLP for operational implementation support services. The Board approved this action on May 1, 2025.
- Vendor contracts for clinical and administrative services are being reviewed to add Covered California requirements and to align with the 2027 launch date. The Board approved four contract amendments on May 1, 2025.
- Several new and revised policy and procedure documents are being drafted to comply with the Knox-Keene Act and Covered California requirements. The Board will consider the new policies on June 5, 2025, ahead of a planned initial filing with the California Department of Managed Health Care.
- A staffing plan and Fiscal Year (FY) 2025–26 implementation budget are being prepared for the Board’s consideration on June 5, 2025
| | | Street Medicine Program Celebrates Two Years of Community Impact | | |
CalOptima Health's Street Medicine program recently marked its two-year anniversary, celebrating remarkable success in delivering health care directly to our community’s most vulnerable members. Since launching, the program has helped over 600 individuals with primary care and social services, demonstrating our commitment to providing accessible health care to Orange County residents. The program will soon be expanding to Santa Ana, its fourth city, furthering our dedication to reaching those who need care most. The program is known for its comprehensive, patient-centered approach, meeting people where they are while addressing all aspects of their well-being. We'd like to extend our heartfelt gratitude to our dedicated partners, Celebrating Life Health Center and Healthcare in Action, whose collaboration makes this program possible. We are looking forward to many more years of serving our community!

| | | Vietnamese Broadcast Spotlights CalOptima Health’s Community Supports | | |
On April 6, CalOptima Health Medical Director Thanh-Tam Nguyen, M.D., FAAP, MS, was a featured guest on the Vietnamese Broadcasting Service’s (VBS) Community Information talk show program. Dr. Nguyen discussed CalOptima Health’s 14 different Community Supports that help address members’ health-related social needs, help them live healthier lives and avoid higher, costlier levels of care. The broadcast was taped in Vietnamese.

- The Emergency Dental Clinic closes on Tuesday, May 6, 2025.
- The Children’s Clinic and Family PACT Clinic (Planning, Access, Care and Treatment) closes on Monday, June 30, 2025.
CalOptima Health members can contact 1-888-587-8088 (TTY 711) or use our new doctor search tool to find alternative care, including clinics, urgent care facilities and provider offices.

| | | Youth Mental Health and Wellness Center Opening in San Juan Capistrano | | Orange County will soon have its first allcove, a youth-designed mental health and wellness center in San Juan Capistrano, thanks to a CalOptima Health grant of $2.7 million to Wellness & Prevention Center (WPC). When WPC opens the allcove this summer, it will offer a safe and inclusive space for young people ages 12 to 25 to access affordable mental health and wellness services to support their emotional, physical and social well-being. As one of just five sites in the state, the future center will deliver a broad range of services, including mental health, physical health, substance use disorder services, peer support, family support, housing services, supported education and employment services. As CalOptima Health continues to focus on boosting OneCare quality, a new process gives OneCare members easier access to earn Member Health Rewards for getting seven different types of important preventive health screenings.
With the launch of the new website comes a new form that members can fill out online and submit for quicker receipt of their rewards. There is no longer a need for them to print, complete and return a physical form. Go to www.caloptima.org/healthrewards.

Grants were provided through CalAIM, the Housing and Homelessness Incentive Program, CalOptima Health's Provider Workforce Incentive Program, and Community Cancer Screening and Awareness Program, to name a few. To provide consistency of administration and grantee experience, CalOptima Health is consolidating its grantmaking and monitoring under Danielle Cameron, Senior Director, Grant Programs. Recently, CalOptima Health’s Chief Operating Officer Yunkyung Kim, Board member Dr. José Mayorga and Strategic Development team leaders visited the John Henry Foundation for a tour of their residential program. The John Henry Foundation was awarded a grant through the Provider Workforce Development Initiative to help address the critical behavioral health workforce shortages through upskilling, training and development opportunities for health professionals who serve Medi-Cal members in Orange County. The John Henry Foundation provides long-term residential care for adults living with schizophrenia and support for their families. CalOptima Health’s grant will help the John Henry Foundation expand its psychologist and graduate-level training program, increasing the number of behavioral health providers trained to treat severe mental health disorders.

This presentation provides medical providers and licensed health care professionals with an in-depth examination of common diabetic foot conditions that are frequently overlooked but can lead to severe complications, including amputation. Participants will learn straightforward diabetic foot examination guidelines designed for use in primary care settings to support early detection and intervention. Discussions include strategies for effective patient education, with a focus on community initiatives by CalOptima Health. There is an in-person and vitural option.

| | | OneCare Flex Card Available for Over-the-Counter and Grocery Purchases | | |
In 2025, CalOptima Health OneCare (HMO D-SNP), a Medicare Medi-Cal Plan, is offering members a flex card (OneCare &more card) to purchase over-the-counter items (and in some cases, groceries) in store and online. Additionally, the health rewards members have been able to earn in the form of a physical gift card in previous years will now be added to the flex card instead. Members can earn rewards by completing certain health care tests or screenings and submitting an online form on this page.
To use the flex card, a member must first activate the card by texting ACTIVATE to 53746, calling 1-855-263-6673 (TTY 711), or visiting andmorehealth.com/onecare. Many members have not yet activated their cards and are missing out on the benefits. If members need help, please encourage them to call OneCare Customer Service at 1-877-412-2734 (TTY 711).

Medi-Cal Dental program offers additional support to members with certain needs through the Medi-Cal Dental Case Management program. These services are designed for Medi-Cal members with special health care needs who are unable to schedule and coordinate complex treatment plans involving one or more medical and dental providers. Case Management is for members who have mental, physical and behavioral disabilities and diagnoses that make them unable to coordinate complex treatment with one or more providers.

The Kindergarten Oral Health Assessment (KOHA) requirement is a dental checkup requirement that helps schools identify children suffering from untreated dental disease and helps parents establish a dental home for their children. KOHA can be met by performing a complete examination and treatment plan performed by a licensed dentist, hygienist, or a registered dental assistant.
