Save-the-Date: Upcoming SB 54 Non-Regulatory Workshop
On May 1st from 10:00AM - 3:00PM PST CalRecycle will host a public workshop for SB 54 (Allen, Chapter 75, Statutes of 2022) to cover non-regulatory topics, including an update on the Needs Assessment and potential updates of Covered Material Categories (CMCs). Organizations interested in bidding on upcoming contract solicitations for the needs assessment are encouraged to attend this workshop.
The CRA team will share out workshop materials (agenda, discussion documents) once they are made available by the Agency. Attend in person (1001 I St. Sacramento, CA 95814), via Zoom or via Webcast.
Non-Regulatory Public Comments on Covered Material Categories:
CalRecycle is currently soliciting public comment on the composition of the categories of covered materials published on December 28, 2023. Please submit comments to packaging@calrecycle.ca.gov with the subject line “SB 54 Covered Material Categories Feedback.” or send them to sarah@calretailers.com or by replying to this email and the CRA team will submit on our member companies' behalf.
To meet the July 1, 2024 deadline for publishing the CMC list, CalRecycle will be accepting non-regulatory comments on CMCs until May 17th. Please note, these comments are not part of the rulemaking process and will only be considered to the extent they concern the covered material categories.
Non-Regulatory Public Comments on Needs Assessment:
CalRecycle will also be accepting public comments on various aspects of the Needs Assessment. CalRecycle will be releasing information on how to provide public comment for the Needs Assessment on the Needs Assessment website and we will also share out to our members once they have been distributed.
SB 54 PRO Fifth Producer Workshop Recap
Circular Action Alliance (CAA), California's approved Producer Responsibility Organization (PRO) for the implementation of SB 54 held its fifth Producer Working Group on Tuesday, March 19th. The Producer Work Group is a monthly opportunity for producers, producer legal representatives and trade associations to learn about and discuss priority producer issues (reporting, fees, source reduction, recyclability, etc. ). This meeting focused on providing a better understand of SB 54 EPR requirements including CAA's registration form, which is now live, accessible HERE.
As a reminder, CAA's producer working group meetings are not recorded to provide an open space for producers and others to share and discuss concerns so the CRA team took notes on key questions asked and answers provided during the working group sessions. The next Producer Working Group Meeting has a tentative date of April 16, 2024.
Notice of SB 1013 Dealer Registration and Dealer Cooperatives 45-Day Comment Period and Public Hearing
CalRecycle has begun formal rulemaking activities regarding the SB 1013 Dealer Registration and Dealer Cooperatives permanent regulations. The Notice of Proposed Action was published by the Office of Administrative Law on March 15, 2024. View the Notice and get more information about this rulemaking, including how to submit comments and particpate in the scheduled hybrid public hearing on April 30, 2024 HERE). The public comment period began on March 15, 2024. CalRecycle will also hold a hybrid public hearing regarding this rulemaking on April 30, 2024, and the public comment period will end on April 30, 2024.
