Highlights from the Thursday, March 6, 2025, Calhoun County Board of Commissioners Meeting


The Board of Commissioners read a proclamation identifying March 2025 as the 23rd annual March for Meals Month. This proclamation brings awareness to and celebrates the success of Meals on Wheels, a Senior Services program designed specifically to meet older adults' nutritional and social needs. Volunteers for Meals on Wheels programs in Calhoun County deliver nutritious meals to seniors and individuals with disabilities who are at significant risk of hunger and isolation and also care for and pay attention to their wellbeing.


In New Business, the Board approved a competitive bid award for Road Department contracts with K-Tech Specialty Coatings LLC and Michigan Paving & Materials Co. for Asphalt Emulsion materials for road projects.


On the Consent Agenda, the Board approved:


  • Multiple board and committee appointments and reappointments
  • Updated 2025 Board of Commissioners meeting schedule

A Message from Calhoun County Administrator/Controller Kelli Scott


On February 28, the Calhoun County Economic Development Corporation (EDC) hosted a Manufacturer’s Forum at the DoubleTree by Hilton in Battle Creek. The event brought together members of the EDC board and key representatives from the county’s manufacturing sector. Scott Davis, CEO of Blue Oval Marshall, provided an update on the development of their battery plant and participated in an open discussion on how the community can best support local manufacturers. This forum served as a valuable opportunity for networking and gathering industry insights, and the EDC looks forward to hosting similar collaborative events in the future.


Additionally, I am pleased to announce the official appointments of Kristine Parsons as Managing Director of the Road Department and Kori Albrecht as Deputy Managing Director. Having successfully served in interim capacities for a little more than a year, both have now been formally placed in these leadership roles. 

During the February 24 Board of Health Meeting, Environmental Health employee Bob Overley was recognized for his 36 years of service, beginning in 1989 with the County. His retirement went into effect on February 28. Kim Muggio, Clinic Supervisor, presented on the mandated immunization program offered by the Calhoun County Public Health Department, highlighting various immunization data points with our residents. Eric Pessell, Health Officer, reviewed the body art facility inspection process and noted that The department’s national accreditation process is underway. Other staff updates included the lead faucet replacement program in Albion and Tuberculosis (TB) case monitoring. The Health Department reported that flu cases continue to rise in Calhoun County and statewide, with the peak still ahead, and noted that the Department offers flu shots by appointment.


The Calhoun County Planning Commission also met on February 24 to elect officers and review various township planning and zoning matters. The Commission recommended approval of Sheridan Township's zoning text amendment for renewable energy facilities with conditions related to battery storage and decommissioning costs. They also supported a PA 116 Farmland Preservation Agreement for property in Marengo Township. Updates included ongoing work on the County Master Plan, solar development projects, and broadband expansion funding applications.
