CSP Supports Bill to Allow MLTs to Use Training Towards CLS License

SB 334 (Pan) would expedite the ability of an MLT to obtain licensure as a CLS through the creation of an "MLT-to CLS Career Pathway". It would provide authority and discretion to Laboratory Field Services to allow some elements of MLT training to satisfy the educational requirements to become a CLS. This would allow an MLT to utilize their 6-month clinical training program to satisfy a portion of the one-year post-baccalaureate clinical training program required to become a CLS.
 
This change will help alleviate the impediment to some MLTs facing the prospect of returning to a one-year training program. The reduction in cost and time will be helpful to assure greater opportunities for MLTs to transition to CLS licensure.


CSP Corrects Inappropriate Limit on 88341/
Additional IHC Stains

The CSP became aware late last year that Medi-Cal had a quantity limit of 1 on claims for 88341. It is very common to have multiple stains performed and billed but pathologists were getting denials on any quantity greater than 1. In discussions with DHCS we determined, and they agreed, that the use of "1" as a limit was incorrect in terms of MUE edits (Medically Unbelievable Edits) and Medicare used a limit of 13. As of March 1st Medi-Cal has revised the limit to 9 and 88344 is also revised to a quantity limit of 4.


Monthly Frequency Limits Updated for Laboratory Services

Effective for dates of service on or after March 1, 2019, the monthly frequency limits for selected Medi-Cal laboratory services are updated to align with National Correct Coding Initiative (NCCI) daily frequency limits, in the following categories:

Anatomic pathology
Chemistry
Cytogenetic studies
Cytopathology
Drug testing
Genomic sequencing procedure
Hematology and coagulation
Immunology
In vivo laboratory
Microbiology

Molecular pathology

Multianalyte assays with algorithmic analyses

Other molecular multianalyte assays

Panel testing

Pathology consultation

Reproductive medicine

Surgical pathology

Tissue typing

Transfusion medicine

Urinalysis
