The testing is recommended but hospitals will need to prepare and submit their plan to their local licensing district by 12/7. Doing this at this time is challenging for hospitals because of shortage of testing supplies, preparing an dealing with surge of cases, and wisdom of this approach. Employee unions and the Ca. Nurses Association have been pushing the Administration to issue an Executive Order to mandate staff testing and this AFL is an alternative.
