California's Affordable Homes At Risk

The California Housing Partnership has released two new reports showing that unless state and local governments take coordinated action, tens of thousands of low-income seniors, families, and other individuals are at risk of losing their currently affordable homes. Specifically, our research finds that: 

  • 6,800 subsidized affordable rental homes may no longer be affordable as soon as next year due to the loss of federal, state and local protections.


  • 18,056 previously affordable homes have been lost in California since 2000 through conversion to market rate housing or expiring regulatory restrictions.


  • Nearly 48,000 could lose their affordability within 10 years if nothing is done.

  • Rents charged for 189,000+ homes concentrated in Southern California, the Bay Area, and Sacramento and Fresno counties are no longer affordable.


  • 39,738 homes are at immediate risk of losing their affordable rents, while up to 333,819 are at risk of losing their affordable rents in the near future.


  • 49% of lost unsubsidized affordable rental homes were located in resource-rich areas that are hardest to replace.
