One Day Voting - Canadian Early Voting has not increased turnout

Canadian Early Voting Has Not Increased Turnout
In the 2019 Canadian election the steep rise in the number of voters voting at advance polling continued to rise and totalled 4,840,300 voters or 26% of all voters in that election.

The popularity of early voting had a perverse effect in that it did not get the turnout rate back up to the 75% when most of the votes were cast on one day, Election Day.

In 1993 advance poll voting became available for all voters.

Before the change, in 1988, 500,000 voters voted at advance polls or 3.8%.

The numbers for 1993 are 633,000 early voters or 4.6%.

In 2014 the Fair Elections Act added a fourth day of advance polling.and in the next election, 2015, there were 3,657,415 early voters or 20.8%.

In 2018 the hours of advance polls were extended.

The reduced voter turnout is a puzzle since it is generally accepted that by making voting more convenient with extra voting days, turnout would increase.

That's the theory behind early voting. If voting is easier through the scheduling convenience of multiple days or vote by mail is available, then voter turnout will increase.

The theory is not working out in practice - and some reasons are:
  • a single election day is stimulating
  • a single election day gets a lot of focused effort from political parties as they organize to "get-out-the-vote"
  • a single election day is associated with a high degree of civic energy expressed in several ways, including hyped up media coverage
  • early voting requires the same amount of trips and tasks as does voting on a single Election Day
  • spreading an event over time reduces its dramatic value
  • spreading the voting opportunities over several days can dampen the excitement of participants in the electoral contest
  • multiple voting opportunities adds complexity to the voting process
  • vote-by-mail has more rules than in-person voting

The results from the elections in the chart above show that early voting depresses voter turnout.
One Day Voting Initiative Petition - IP-2021-001
The name of this legislative petition is: Initiative to change the voting opportunities in provincial elections.

The petition is described on the Current Initiative Petitions page of the Elections BC website along with the Public Notice which can be seen here.

As I write there are 4 canvassers registered by Elections BC for signature gathering from folks who prefer strengthening their community by having almost everyone vote on a single day at an in-person event in their neighbourhood over those who feel the easiness of vote-by-mail and the convenient options of early voting are totally without nefarious consequences.

On the Social Mavrik list the ridings of the 4 canvassers are shown.

The name of the second legislative petition in 2021 is: Initiative to conduct a Surrey policing binding referendum.

The petition is described on the Current Initiative Petitions page of the Elections BC website.

At the time of writing 328 canvassers are registered for signature gathering from folks who prefer national policing over local policing.
