2025 LEGISLATIVE SESSION: WEEK

Welcome to Capitol Connection week 5. Last week the legislature continued to introduce new bills as substantive committees continue to meet. Week 6 should see the end of some substantive committees meaning that if legislation has not been introduced it is highly unlikely to make it to the finish line. Additionally expect to see longer floor sessions in both the House and Senate as they move to pass legislation already on second reading.
On Monday, March 31st the House Health & Human Service Committee met to discuss HB 1405 Juvenile Justice by Representative Berny Jacques, (R- Clearwater) which passed its second committee stop. The Senate Committee on Education Postsecondary introduced SB 584 Young Adult Housing Support by Senator Ileana Garcia, (R-Miami) passing favorably out of its first committee. The House Careers and Workforce Subcommittee took up HB 879 Young Adults who are Homeless or Were in the Child Welfare System by Representative Alex Rizo, (R- Hialeah) which passed its first committee favorably. Lastly, in the Senate Education Committee on PreK-12 Senator Danny Burgess, (R-Zephyrhills) presented two bills SB 1296 Use of Wireless Communications Devices in Schools and SB 1590 Educator Preparation which both passed favorably.
On Tuesday, April 1st the House Health Care Budget Subcommittee took up HB 531 Child Care Facility and Background Screening Requirements, by Representative Christine Hunschofsky, (D-Coconut Creek) which was Temporarily Postponed and HB 1089 Newborn Screenings, by Representative Erika Booth, (R- Orlando) which passed its second committee favorably. The House Industries & Professional Activities Subcommittee took up HB 1225 Employment of Minors by Representative Monique Miller, (R- Palm Bay) which passed its first committee stop. The Senate Committee on Rules heard SB 304 Specific Medical Diagnoses in Child Protective Investigations, by Senator Barbara Sharief, (D- Davie) and SB 1286 Harming or Neglecting Children, by Senator Erin Grall, (R- Fort Pierce) which passed their final committee stop. The House Human Services Subcommittee took up HB 969 Reporting of Student Mental Health Outcomes, by Representative Hillary Cassel, (R- Hollywood) and HB 1327 Community Services for Needy Individuals and Families which both passed favorably. The House PreK-12 Budget Subcommittee took up HB 1255 Education by Representative Dana Trabulsy, (R- Ft. Pierce) which passed its second committee. The Senate Committee on Governmental Oversight and Accountability heard SB 1144 Hope Florida by Senator Danny Burgess, (R-Zephyrhills) which passed its first committee stop. The Senate Committee on Health Policy took up SB 1490 Children’s Medical Services Program by Senator Gayle Harrell, (R- Stuart) passing favorably. The Senate Committee on Children, Families, and Elder Affairs heard SB 1310 Reporting of Student Mental Health Outcomes by Senator Jennifer Bradley, (R- Fleming Island) which passed its first committee stop. Finally, the Senate Committee on Judiciary took up SB 868 Social Media Use by Minors by Senator Blaise Ingoglia, (R- Spring Hill) which passed its second committee stop.
On Wednesday, April 2nd the House Budget Committee took up HB 591 Children with Developmental Disabilities by Representative Randy Maggard, (R- Zephyrhills) which passed its second committee out of four. The Senate Committee on Fiscal Policy heard SB 738 Child Care and Early Learning Providers by Senator Colleen Burton, (R- Winter Haven) and SB 1626 Child Welfare by Senator Erin Grall, (R- Fort Pierce) which both passed their final committee stops. The House Education Administration Subcommittee took up HB 1539 Materials Harmful to Minors by Representative Doug Bankson, (R- Apopka) which passed favorably. The House Education & Employment Committee heard HB 1367 Student Attendance, by Representative Erika Booth, (R- Orlando) which passed its final committee stop.
On Thursday, April 3rd the full Senate took up and passed SB166 Administrative Efficiency in Public Schools by Senator Corey Simon, (R- Tallahassee). It is now in messages in the House
