The Texas Higher Education Coordinating Board announced that they have extended the deadline for nominations to the Texas Armed Service Scholarship Program. Click here to read the announcement: TASSP Nomination Deadline Extension. If you or someone you know qualifies for this grant, be sure to send in your paperwork soon to get an interview.

School will be starting soon and with it, a wave of "Back to School" events. Check out the annual "Your Schools" newsletter from Humble ISD below with important information on enrollment, schedules, programs and much more! Hard to believe it will be August in a few days. I have a ton of speaking engagements and local events next month. Look for the calendar in next week's newsletter to see where we will be in the district.

Legislative Update:
HB 1652 - Relating to the public resale by means of a public auction using online bidding and sale of property purchased by a taxing unit at an ad valorem tax sale.
In this weekly section, you will find bills authored by Rep. Huberty that successfully passed both chambers and were sent to Governor Abbott for his approval. Governor Abbott has signed all of the 11 House Bills and both of the Senate Bills Rep. Huberty passed. The last bill highlighted here was HB 907 , which strengthens enforcement actions for the Texas Commission on Environmental Quality (TCEQ) on aggregate production operations in Texas. This week, you will learn more about HB 1652, which permits the resale of real property for an ad valorem tax sale.

In 2015, Rep. Huberty filed, sponsored and passed legislation to permit a county commissioners court to use online auctions for ad valorem tax sales of real property. Implementation of that law led to an unforeseen consequence when a property does not receive any bids during the auction. HB 1652 remedies this issue by permitting the resale of that property using the online auction system again. This simple bill will help to streamline processes for local governments and allow greater public engagement through the internet.

TSAHC: Homes for Texas Heroes Program
The Homes for Texas Heroes Home Loan Program provides home buyer assistance specifically to teachers, police officers, firefighters and EMS personnel, corrections officers, and veterans. 

Eligible Professions
 
Program Benefits
  • A 30-year fixed interest rate mortgage loan, several rates and loan options available
  • Down payment assistance (DPA) provided as a grant (never needs to be repaid) or repayable second lien loan
  • *Limited Time Only* For Texas Heroes who are first-time buyers, TSAHC is now offering a lower mortgage interest rate of 4.85% with a 4% down payment grant. Contact a lender to learn more.
  • DPA available for up to 6% of the loan amount
  • You do not have to be a first-time homebuyer
  • Available statewide through a network of participating lenders. TSAHC does not require borrowers to use an approved REALTOR®, however we provide several resources to help find a REALTOR® familiar with TSAHC’s programs.
  • Income limits vary by county. Expanded income and purchase price limits available in targeted areas.
  • First-time buyers can also apply for a Mortgage Credit Certificate (MCC). Texas Heroes who use our DPA and MCC assistance together will receive their MCC for FREE—a $500 savings! *Some exclusions apply. Contact a lender to learn more.

Now Available
Humble ISD: Student Enrollment Information
All registered students–new and returning–must be in attendance the first day of school, Aug. 12, or they will have to repeat the entire enrollment process.

New Students
Visit www.humbleisd.net/enrollment and select the “New to District Student” box to see the steps to enroll new students. After completing online enrollment, parents make an appointment with the campus registrar, and take the following documents to the campus to complete registration:
  • Proof of Age and Proof of Identity (official birth certificate, adoption record, hospital birth record, passport or other legal document that establishes age and identity)
  • Parent/Guardian’s driver’s license or passport for identification purposes
  • Immunization records (all records, including electronic, must be signed or stamped by the physician)
  • Proof of residency in Humble ISD (utility bill, lease agreement, house closing statement)
  • Previous school records and school’s mailing address
  • Standardized test results, if available.
Once your student’s enrollment is accepted by the Campus Registrar, set up a Home Access Center (HAC) account. This account will allow you to monitor and view your student’s academic progress, schedule, grades, test scores, and attendance.

Returning Students
NEW for summer 2019: During the week of July 22, a unique SnapCode for each child currently enrolled in Humble ISD will be sent via email to parents and guardians using their email address on file. The parent/guardian will click the link in the email, create a PowerSchool family account, then complete the Annual Update form online for each student. If the snapcode is lost or the email is not received, a parent can view each student’s snapcode and the PowerSchool Enrollment website in Home Access Center (HAC). Take proof of residency to the school during back-to-school camps.

Acceptable forms of Proof of Residency include:
  • If you live in a house: gas, water or electric bill in the name of the parent. Bill must be dated no earlier than July 1, 2019.
  • If you live in an apartment: Copy of lease showing parent as person leasing apartment and showing student as occupant.
  • If you are in a new home and have not yet received a utility bill: Copy of the lease or sales contract. Earnest money contracts are not accepted.
