We are honored to share an exciting leadership update at Volunteers of America Chesapeake & Carolinas (VOACC)! After a national search, our Board of Directors has unanimously appointed Candace Vanderwater, MS Ed, MNA, LMFT as our next President & CEO, effective July 1, 2025.


Candace has played a central role in advancing our mission for nearly 15 years. As a licensed therapist, commissioned minister, seasoned executive, and longtime VOACC leader, she brings deep compassion, visionary strategy, and a proven record of advancing our programs and services to deliver whole-person care and build healthy communities for all.

Honoring Russell Snyder’s Legacy of Service

As we welcome Candace into her new role, we also pause to honor a leader whose impact has shaped VOACC for over a decade. After 16 years of extraordinary service, Russell Snyder will retire in just a few days as President & CEO on June 30, 2025.


Russ has led VOACC through a period of remarkable growth and transformation. With unwavering dedication, he expanded our programs, deepened our partnerships, and strengthened our commitment to whole-person care. His leadership was marked by compassion, courage, and a steadfast belief in the dignity and potential of every person we serve.
