On Saturday, April 18, the 23rd Legislative District held two town halls across Kitsap County, featuring Sen. Drew Hansen, Rep. Greg Nance, and Rep. Tarra Simmons. The GKC Advocacy Committee attended to hear directly from our legislators on issues shaping our region.
Housing & Property Taxes dominated the conversation. Legislators highlighted a historic investment in the state housing trust fund and noted that Washington needs approximately one million new homes by 2030. Last session’s rent stabilization bill caps annual rent increases at 7% plus inflation (up to 10%), aimed at protecting mobile home communities and renters facing extreme hikes. Legislators also acknowledged the tension between government intervention and private-sector solutions in driving down housing costs.
The Millionaire Tax drew significant interest, particularly its provisions for small businesses: those under the $600K B&O threshold would no longer pay that tax. While a court battle has begun, the measure may ultimately go before voters as an initiative.
Law Enforcement was raised as a pressing concern. Washington ranks among the lowest states in LE officers per capita, and while the legislature has limited jurisdiction over local agencies, efforts are underway to secure grant funding for hiring, although local matching requirements have been a barrier.
Other topics included transportation funding, senior services, a pediatric rehab clinic gap on the peninsula, and the formation of a Blue Ribbon Commission by Mayor Stern to address housing affordability through public-private collaboration.
Each legislator shared their top priorities for next session: Sen. Hansen focused on affordability, spending control, and federal policy impacts; Rep. Nance on ferry fixes, protecting the Puget Sound, and working families; and Rep. Simmons on affordability, healthcare, and vulnerable communities.
