The White Plains Common Council officially adopted the City's Vision Zero Action Plan at its June 10, 2025 meeting. The Vision Zero Action Plan contains twelve (12) Improvement Projects that include physical infrastructure improvements to twenty-five (25) intersections, and provides a road map to achieve Vision Zero, zero fatalities and serious injuries on the city roadways by 2050. These improvement projects were developed with significant community engagement and collaboration with critical stakeholders: residents, business leaders, healthcare and not-for-profit organizations, the School District, neighborhood associations, members of the staff, and Common Council members. Additionally, assessments of crash trends within White Plains and a review of policies and plans, including those of the City of White Plains, Westchester County, New York State, as well as Action Plans completed by peer communities, were conducted.
The City of White Plains is looking forward to implementing these projects and continuing this important conversation with the community.

To meet the needs of the growing Westchester community, NewYork-Presbyterian is opening a new, multi-disciplinary, state-of-the-art outpatient facility that will offer a wide range of adult and pediatric specialty care services, all under one roof, delivered by exceptional care teams led by Columbia doctors.
Located at 1111 Westchester Avenue in White Plains, the 225,000-square-foot facility will open in September 2025, including 156 new exam rooms and 10 operating rooms.
The center will be a hub for a broad range of clinical services, including five Centers of Excellence (Neurosciences, Cardiovascular, Men’s Health, Women’s Health, and Children’s Health) and robust Oncology services. In addition to the Center of Excellence focus, multidisciplinary services include GI, surgery, infusion, imaging, and rehab. Find out more

200 White Plains Teens in
Summer Jobs This Year
More than 200 young people in White Plains will kick off their summer work experience through the Mayor’s Summer Jobs Initiative, running from July 1 to August 8.
This annual program offers a six-week employment opportunity for youth ages 14 to 21, coordinated by the White Plains Youth Bureau. Participants will be placed in a variety of roles, including lifeguards, camp counselors, office aides, greening and gardening workers, medical interns, entrepreneurship programs, and more. These experiences aim to help youth build critical skills such as time management, communication, teamwork, and problem-solving.
“The benefits of a summer job go far beyond a paycheck,” said Mayor Tom Roach. “Countless youth have gotten their first job through the Youth Bureau’s Youth Employment Services and are now productive members of our community.”

The City Remembers Detective Michael Perry
| | On June 12, members from all divisions of the Department of Public Safety joined the 7 pm roll call to commemorate the 15 year anniversary of the line-of-duty death of Detective Michael Perry. | The members were addressed by Commissioner David Chong, Deputy Commissioner John Roland, and Police Chief Joseph Castelli. An opening prayer was offered by Rev. Qualvy Grainzvolt. | | | |
Officer Perry was remembered not only as a dedicated and courageous officer, but as a loyal friend, a caring brother, and a true public servant. His commitment to protecting our community continues to inspire the Department every day.
Though the years have passed, his memory remains strong in our hearts and in the halls of the department. We honor his legacy, his service, and the life he gave in pursuit of justice.

Congratulations to Commissioner Wayne Bass, who will be retiring this month after leading the Department of Recreation and Parks for more than 10 years.
Under Wayne's watch the Department has expanded to provide approximately 350 different recreational, cultural and sports programs, special events, and services each year, which are directed at all age groups and encourage participation at all levels of proficiency.
With 14 employees, the Department also operates the Community Center, offering recreational and cultural opportunities to residents, and oversees parks, playgrounds, and gardens throughout the City of White Plains.
White Plains has greatly benefited from Wayne's leadership. Thank you, Wayne, and good luck in all future endeavors.

The White Plains Performing Arts Center (WPPAC) in City Center has announced its 2025-2026 Mainstage Season which marks the professional theatre venue’s 23rd Season.
WPPAC will be presenting Alanis Morrisette’s Tony Award Winning musical Jagged Little Pill (October 3-26), the enchanting Finding Neverland (Dec. 12 - Jan. 4) and the Broadway blockbuster Catch Me If You Can (April 10 - May 3). Visit the WPPAC website to learn more about these offerings.

Eleven White Plains High School SAIL 3 students received Certificates of Recognition
at a special ceremony in June for their dedicated community service throughout
the 2024-25 school year with support of White Plains business partners.
| | 14 Graduate from the Thriving While Aging Program | | |
14 White Plains senior citizens graduated from the Thriving While Aging (TWA) workshop series. TWA is a nine-week series of weekly workshops for senior citizens in Westchester County, developed and presented by the nonprofit organization Good Wolf.(www.goodwolf.org).
The TWA program’s objectives include reducing stress, fostering better relationships, and enhancing decision-making in key areas of life, such as social engagement, housing, and finances. The goal of the TWA program is to empower senior citizens to achieve the highest possible quality of life as they navigate the aging process.
The TWA program was made possible by a grant from the Westchester Public-Private Partnership for Aging Services. It was implemented in collaboration with the Westchester County Department of Senior Programs and Services.

Eight WP Students Receive Year-End Awards
The White Plains Youth Bureau’s Grandpas United program recently honored seven outstanding White Plains students with $750 Civic Engagement Awards. These awards recognize graduating high school seniors who have demonstrated exceptional leadership and commitment to community service.

In addition to the Civic Engagement Awards, Grandpas United presented the Sol Gibbons Legacy Award to Kenny Llanos, recognizing his dedication to pursuing a career in the trades.
This special award honors the memory of Sol Gibbons (pictured at right), a master electrician, lifelong member of IBEW Local Union, and longtime instructor at LU 501’s apprenticeship training program. Gibbons, who passed away at the age of 94 in 2021, was a passionate advocate for vocational education and left a lasting legacy in the skilled trades community.
These recognitions reflect Grandpas United’s ongoing mission to inspire intergenerational support, community development, and youth empowerment through mentorship and celebration of civic and vocational achievements.
