The CHIA Awards & Scholarship Committee and Board of Directors are pleased to announce the recipients of the 2019 CHIA Recognition Awards and Scholarships. Congratulations to the recipients, as well as the nominees, for the special recognition of their skills, expertise and contributions. Recipients will be recognized during the CHIA Awards Ceremonies on Monday and Tuesday at the 2019 CHIA Convention & Exhibit in Indian Wells, CA.

CHIA developed the CHIA Recognition Awards as part of the commitment to encourage, nurture, and celebrate exceptional volunteer and professional leadership. The CHIA Student Scholarship was established to provide financial assistance to students currently enrolled in a HIM program.

Individuals’ Access and Use of EHRs, Health Apps, and Monitoring Devices

The access, exchange, and use of electronic health information is essential for individuals to better manage their health care needs and share information with their providers and caregivers. Many hospitals and physicians possess capabilities that enable patients to view and download their health information. However, additional steps are needed to make health information more accessible and useful to individuals. A majority of individuals have smartphones and use applications (apps) to help them manage various tasks. The 21st Century Cures Act emphasizes the importance of making patient health information more easily accessible and the need for greater education regarding patients’ rights to access their health information. This data brief uses the Health Information Trends Survey (HINTS), a nationally representative survey, to assess individuals’ access, viewing and use of their online medical records, and the use of smartphone health apps and other electronic devices in 2017 and 2018. New HHS Fact Sheet on Direct Liability of Business Associates under HIPAA
U.S. Department of Health and Human Services; May 23 2019

The HHS Office for Civil Rights (OCR) has issued a new fact sheet that provides a clear compilation of all provisions through which a business associate can be held directly liable for compliance with certain requirements of the HIPAA Privacy, Security, Breach Notification, and Enforcement Rules (“HIPAA Rules”), in accordance with the Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009. In 2013, under the authority granted by the HITECH Act, OCR issued a final rule that, among other things, identified provisions of the HIPAA Rules that apply directly to business associates and for which business associates are directly liable. 

OCR has authority to take enforcement action against business associates only for those requirements and prohibitions of the HIPAA Rules that appear on the following list. Read More .
CMS Modernizes Care for Frail, Elderly Individuals Enrolled in PACE
U.S. Centers for Medicare & Medicaid Services; May 29, 2019

The Centers for Medicare & Medicaid Services (CMS) finalized a rule today to update and modernize requirements for the Programs of All-Inclusive Care for the Elderly (PACE). The PACE program provides comprehensive medical and social services to certain frail, elderly individuals who qualify for nursing home care but, at the time of enrollment, can still live safely in the community. The policies finalized in this rule reflect the latest standards in caring for PACE participants – many of whom are “dually eligible” for both Medicare and Medicaid – and will strengthen patient protections, improve care coordination, and provide administrative flexibilities and regulatory relief for PACE organizations.

“At CMS, our top priority remains putting Medicare and Medicaid beneficiaries first by removing unnecessary burdens that get in the way of healthcare providers spending time with their patients,” said CMS Administrator Seema Verma. “The changes we are making to the PACE program will help to protect our seniors from abuse and neglect. This rule strengthens the PACE program by offering a more flexible and adaptable approach to the coordinated care that patients receive from PACE organizations, which will allow care teams to provide seamless, better-tailored care to individual patients.” Read More
