In collaboration with City Council Member Lincoln Restler, who authored the bill, and Council Speaker Julie Menin, who ushered it through, Open Plans proudly celebrates the passage of new legislation restoring year-round curbside outdoor dining in New York City — a major victory for small businesses, workers, and people-centered streets.

We have to admit, we are beaming! And here’s why: Open Plans led the advocacy effort to restore year-round curbside dining, working alongside restaurant owners, advocates, and partners across the city. For years, we organized, researched, testified, and built the coalition that made today’s win a reality — none of which would have been possible without your support (and the support of our generous Outdoor Dining champions, Peter Frishauf and KC Rice).


Today’s legislation restores what always made sense: businesses can once again use their curbs year-round.


This is more than a restaurant policy. It is a statement about what our streets are for — people, community, and local economies — not just car storage.


This victory belongs to restaurant owners, workers, advocates, and everyday New Yorkers who believe our public space should work for everyone.
