Celebrating Four Years of Community-Powered Energy

For the past four years, our customers have been at the heart of Orange County Power Authority (OCPA), and this anniversary is a celebration of what we’ve accomplished together.

OCPA customers are part of a community-focused effort to reduce pollution from carbon emissions and support a cleaner, more sustainable energy future for Orange County.

Thank you for helping OCPA to power the communities we call home. We look forward to continuing this journey with you!

What Customers Are Saying

About OCPA

From bill assistance and rebates, to no-cost home energy upgrades and tools that connect customers with available incentives, OCPA is helping make it easier to manage energy use, explore cleaner energy options and find opportunities to save.

William Lushbaugh has taken advantage of several OCPA rebates and incentives, from an e-bike voucher to energy-saving upgrades for his home.

“At 70 years old, I never pictured myself on an e-bike, but it is so much fun that I take every opportunity to ride it. I have also obtained an electric vehicle charger through the OCPA Marketplace for my new electric vehicle, as well as a new Wi-Fi thermostat, all at little to no cost. All of these items help me reduce my energy costs and get closer to my goal of using no fossil fuels. Looking forward to more offers from OCPA,” said OCPA customer William Lushbaugh.

Coming Spring 2027: Small Business Program

OCPA is launching a new Small Business Program in 2027! It provides eligible small commercial customers with personalized energy support, including energy assessments, recommendations for improving efficiency and financial incentives for implementing energy upgrades.

Qualifying businesses include restaurants, retail stores, health and wellness businesses, small offices and other OCPA small business customers.

Making the program even better? Additional funding support from OCPA partner the Southern California Regional Energy Network, which administers funds allocated by the California Public Utilities Commission to support energy efficiency programs across Southern California.

Expanding Clean Energy Access for Customers Who Need It Most

Equity is a cornerstone of OCPA’s mission, and we’re proud to offer our Clean Energy Access (CEA) Program for customers in disadvantaged communities.

Administered on behalf of the California Public Utilities Commission (CPUC), the CEA supports low-income residential customers living in disadvantaged communities (as defined by the CPUC) who cannot afford, or are unable, to install rooftop solar systems.

Program participants are automatically enrolled and receive 100% local solar energy along with an additional 20% discount on their monthly electric bill. When combined with existing CARE or FERA discounts, qualified customers could save approximately 35% to 45% on their monthly electric bill.

Legislative Advocacy Updates

New California Laws Address Data Center Energy Costs

Governor Newsom signed Assembly Bill 2383 and Senate Bill 886, two measures intended to protect existing electricity customers from costs associated with California’s growing data center industry. The new laws address how costs related to serving large new data centers are allocated, including electricity generation, resource adequacy and transmission infrastructure.

OCPA supports efforts to ensure the costs created by new data centers do not result in unfair cost shifts to existing electricity customers.

Governor Newsom Signs Plug and Play Solar Act

On September 30, Governor Newsom signed Senate Bill 868, the Plug and Play Solar Act, into law. California becomes the 10th state to legalize plug-in solar, often called balcony solar. This allows Californians to use portable, plug-in solar devices up to 1,200 watts without utility approval or interconnection fees, expanding access to clean energy for renters and homeowners. The law takes effect January 1, 2027.

Governor Vetoes Energy Cost Transparency Bill

Governor Newsom vetoed Assembly Bill 1761, legislation sponsored by the California Community Choice Association (CalCCA) that sought greater transparency into how certain electricity costs are calculated for Community Choice Aggregation customers.

The bill would have required greater access to data used to calculate the Power Charge Indifference Adjustment (PCIA), a surcharge paid by all energy customers that has become an increasingly significant component of electricity bills.

Despite this setback, OCPA and CalCCA continue to fight on behalf of customers for energy transparency in the PCIA process and beyond. This is community energy in action!
