Native American Heritage Month reminds us that the path toward cleaner air and sustainable transportation is one rooted in respect for the land and for future generations. Indigenous communities have long modeled this stewardship, valuing balance, conservation, and collective well-being.


As we give thanks this month, we continue building on that legacy through programs like Clean Cars 4 All (CC4A), which help Californians replace older, higher-polluting vehicles with cleaner, more efficient ones. Together, we’re creating a future where every community can breathe easier, travel farther, and share in the benefits of clean-air transportation.

ZAP Is Now Open!


 

The Zero-Emission Assurance Project (ZAP) helps Californians repair or replace their clean-air vehicles to stay on the road longer.

Clean Cars 4 All (CC4A)


The Clean Cars 4 All (CC4A) program helps income-qualified California residents to retire their older, high-polluting vehicles and upgrade to newer, cleaner options, including plug-in hybrid electric vehicles (PHEVs) and fully electric vehicles (EVs).


Through CC4A, participants can receive grants of up to $12,000 toward the purchase or lease of a clean-air vehicle. The program also offers additional incentives for home chargers or public charging cards, making it easier and more affordable to power your new ride.


By replacing older cars with zero- and low-emission vehicles, CC4A helps reduce air pollution, improve community health, and create a cleaner, more sustainable future for all Californians.

DCAP Impact Stories from Across California

“I Don’t Need to Buy Gas Anymore, and I Save Money Every Month.” – Lim C. 


For Lim, going electric was about more than convenience; it was about living his values. 

“I’ve been working toward making my entire home run on clean energy,” he explains. “I already installed solar panels and replaced my gas appliances with electric ones. Getting an EV was the final piece of the puzzle.” 


While searching for programs that could help make his goal affordable, Lim discovered the Driving Clean Assistance Program (DCAP). “I came across DCAP while researching EV incentives online,” he says. “It was the perfect fit; it supported my clean-energy goals and offered affordable options for people who want to make a real change.” 


Through DCAP, Lim purchased a new Tesla Model 3 in June. “It met all the program’s requirements and was a great match for what I wanted,” he says. “The zero-percent financing and grant support made it possible to move forward confidently.” Now, Lim charges his car at home using his solar energy system, turning sunlight into savings. “I don’t need to buy gas anymore, and I save money every month,” he says.


“Charging overnight is convenient, and I know the energy I’m using is clean.” For Lim, driving electric is part of a bigger vision for a sustainable future. “We need to think about the future and the kind of world we leave behind,” he says. “DCAP helps people take that next step toward clean energy. It made my dream of an all-electric lifestyle a reality.”

MAAC’s Drive Electric Week 2025: Empowering Communities Toward a Greener Future


Metropolitan Area Advisory Committee on Anti-Poverty of San Diego County, Inc. (MAAC) hosted its Annual Drive Electric Week in Chula Vista from October 14–18, 2025, featuring a blend of virtual and in-person events designed to educate, connect, and inspire the community toward clean transportation.


The week kicked off with a virtual panel, “Watts It Like? EV Journeys & Incentive Insights,” where local residents shared their experiences transitioning to electric vehicles (EVs) with support from MAAC’s EV Access Program.


Participants also benefited from personalized EV Application Assistance Clinics, where MAAC staff provided step-by-step guidance on rebates and incentive applications, making the process more accessible and less intimidating. The Pizza & Conversations EV Meetup served as a relaxed forum for current and prospective EV drivers to share stories and learn collaboratively.

 

The week culminated in SDG&E’s EV Ride and Drive event at MAAC Chula Vista, attracting over 270 participants who test-drove a variety of EV models from brands like Rivian, Tesla, and BMW. MAAC’s EV Coordinators were on hand to provide information about the Drive Clean Assistance Program (DCAP) and help participants complete applications for financial assistance toward EV purchases.

Overall, Drive Electric Week 2025 successfully increased awareness of sustainable mobility while equipping residents with tools and resources to make informed decisions and pursue cleaner, more equitable transportation solutions.

Ride & Drive Previous Event Recap

Halloween Clean Air Vehicle Ride & Drive Trunk-or-Treat and Resource Fair


In the spirit of Halloween the Driving Clean Assistance Program (DCAP) co-hosted a Ride & Drive event in partnership with Finesse-A-Car


Our Los Angeles Hub Partner, Neighborhood Housing Services of Los Angeles County (NHSLA), offered application support for event attendees who were interested in applying for the program. 


Attendees were able to test drive a clean air vehicle and enjoy family-friendly activities, music, and connect with local resources that make going electric easier than ever.


Co-hosted by DCAP and Finesse-A-Car

Due to an extraordinary response and high demand, DCAP’s Financing Assistance pathway is now closed to applicants that fall under tiers 2 and 3. DCAP’s scrap and replace option, Clean Cars 4 All, is still open and accepting applications.

Who is Eligible?


Eligible applicants for DCAP must be California residents, and income qualified, which means having an income at, or below, 300% Federal Poverty Level (FPL).

The Community Housing Development Corporation's (CHDC) Driving Clean Assistance Program (DCAP) is a California Air Resources Board-funded clean-air vehicle incentive program to help low-income Californians, especially those in underserved, Tribal and disadvantaged communities, access clean-air vehicles.
