When and how did this special acknowledgement
and celebration of family caregivers start?
The Cabinet-level Department of Health, Education, and Welfare (HEW) was created under President Eisenhower, officially coming into existence April 11, 1953
The history of the federal governments role in health and safety of it’s citizens—probably originated in 1798, when Congress established a network of federal hospitals to care for merchant seamen.
And of course you know:
US constitution says: “We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.”
So… The US Department of Health and Human Services and it’s many programs is a federal agency that gives grants and oversees and supports many health and community support programs throughout the country.
“The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.”
Among the offices and agencies of Health and Human Services is:
Administration for Community Living (ACL) which exists to: “Advance independence and inclusion of older adults and people with disabilities.”
