Census 2020 Materials Available to Prepare Adult Learners for Census-Taker Jobs

The U.S. Census Bureau is launching the nationwide Census 2020 recruitment campaign. The California Adult Education Program has created a Census 2020 folder on the caladulted.org website to share information, documents and links related to census awareness, census job recruitment and census EL Civics-related materials. 
 
The Census Bureau is holding informational events across the country to answer questions about jobs and the hiring process, with the goal of recruiting temporary workers for positions beginning in spring 2020.

The Census Bureau needs to hire about 500,000 census-takers across the U.S. in 2020. In order to meet this goal, the bureau is starting peak recruiting efforts now. Applying early to work as a census-taker is a great way for holiday seasonal workers, students, retirees and workers in the gig economy to line up spring and summer employment opportunities. These jobs are critical to ensure a complete and accurate census.

CAEP, in partnership with Community Connect Labs, launched over the summer a Census Job Recruitment pilot that will go statewide this fall and will allow CAEP K12 adult schools and community colleges to participate in helping qualified adult learners obtain short-term census enumerator jobs.

In addition, a state workgroup designed a curriculum guide focused on census enumerator skills that all CAEP members can use to upskill and prepare qualified adult students for Census 2020 jobs.

Regional Noncredit MIS Data & Accountability Summits Planned for Winter
The CAEP Office and the postsecondary education and workforce development team at WestEd will host regional summits focused on noncredit MIS data and accountability in December, January and February.

While the primary audience for the summits is college researchers, noncredit directors or administrators and CAEP consortium directors, anyone who would like to learn more about program outcomes, how to interpret MIS data elements, assign course codes and conceptualize the impact related to AB705 implementation is welcome to attend.

Six summits will be held, beginning in early December, in the San Diego, LA/Orange, Inland Empire, Central Valley, Bay Area and Sacramento/Far North areas. 

We are currently seeking locations in each region to host each summit. If you are interested in hosting please contact Aurora King at WestEd ( aking@wested.org ) .

Each learning event will take place from 10 a.m.-2 p.m., with a working lunch from 12-12:30 p.m.
 
What will I learn?

By attending, you will:

  • Develop a working knowledge of the data that comprises student journeys, beginning with enrollment and ending with employment.
  • Master key concepts and definitions used in the LaunchBoard for calculating student enrollment, participation, progress, transition, completion and employment. 
  • Explore existing coding practices that generate consistent errors and the under- or over-counting of students and outcomes.
  • Understand the issues triggered through the intersection of CASAS TOPSpro Enterprise data and MIS data for colleges when reporting WIOA Title II outcomes.
  • Know edge reporting cases, such as students being served through “not for credit” courses and programs and/or through third-party contracts with the college.
  • Synthesize the impact of the changes in MIS related to AB705 implementation (CB21 and CB26), which may impact noncredit programs.

CAEP Summit 2019 Countdown...

In fewer t han seven days, more than 600 adult education practitioners will convene for the CAEP Summit 2019 at the Hyatt Regency Orange County! The CAEP Office is excited to host all of you in a collaborative space, focused on implementing the new three-year plans.

Here is a list of things to remember:
 
  • Pre-registration begins at 12 p.m. on Monday (10/28). Get there early to avoid long lines.
  • The online CAEP Summit schedule is available for your conference planning purposes.
  • The plenary address, Hearts, Brains, and Growing Pains/Listening, Learning, Leading, presented by Dr. Cheryl Marshall and Brigitte Marshall will be dynamic! You don’t want to miss it!

Did You Know? CAEP Funds Are for Adults 18 and Older
Education Code 84901 defines adults in the California Adult Education Program as a person 18 years of age or older. CAEP funds can only be used on adults 18 years of age or older in the seven program areas for K12 adult education and/or community college noncredit. If a district/member would like to serve students under 18 years of age, they are permitted to do so if the district/member uses another funding source that allows minors under the age of 18 years to be served, and the district/member follows existing education code pertaining to serving minors.

Exceptions include on the K12 side for emancipated youth and pregnant/parenting teens. CAEP members can also obtain local board approval for allowing students under 18 years of age to attend adult or noncredit classes on a case-by-case basis (but specific regulations and education code must be followed to grant approval EC 52500.1). 
Hanover Report: Best Practices in Career Services
Hanover Research presents the results of a best-practices analysis of career services offerings, using a variety of secondary sources and benchmarking practices among nine institutions. 

The most commonly-offered career services at reviewed institutions include career counseling, graduate school preparation, resume writing and interview help, career assessments and career fairs.
