Disclosure of Foreign Support

NIH issued an important notice effective May 25, 2021 (NOT‐OD‐21‐073), updating their expectations for disclosure of Other Support. In addition to disclosing all research activity administered through Penn State, Senior/Key Personnel are also expected to disclose all resources made available to a researcher in support of and/or related to all of their research endeavors, regardless of whether or not they have monetary value and regardless of whether they are based at Penn State or received external to Penn State.

Annual Effort Confirmation

Effort Certification season is upon us. This is an important and vital step in Research Administration where we need to comply with federal policy. It can also be very confusing. The CNR is here to help you. The memo sent to us from Matt Beissel, the Director for Research Accounting is available for you.


Labor Distribution (LD) is an allocation of payroll costs to or from a sponsored award.


Effort Certification is the process of certifying total year to date expenditures associated with the grant are consistent with University policies and other reporting requirements. The Principal Investigator and the Budget Administrator both certify the results. Certification happens at the end of each fiscal year or 30 days after the close of the Period of Performance during the fiscal year.


What we need from you:

The Effort Certifications will be sent to you via SIMBA after August 9th. We will contact you as to when your effort certification is available for you to review and approve. All approvals need to be through the system by September 30.
