Dear Friends,
Helping small businesses means helping working families. Many families are facing financial challenges due to COVID-19, including those that make their livelihoods from small businesses. As the local economy suffers, many of these families are searching for resources to not only keep their families afloat but also their businesses. As of today, more than 760,000 Texans have filed for unemployment and that number is expected to grow.
Harris County and the Houston area have more than 100,000 small businesses that provide jobs, access to health care and services to our constituents daily. Small businesses help our community thrive. Harris County is assisting by offering the local financial resources they need to stay in business because we are stronger together as a community, and looking out for one another strengthens us all. During the last Commissioners Court, we approved a Small Business Economic Assistance Program to develop and administer an economic development loan program in response to the COVID-19 pandemic. Here's what you need to know about Harris County Small Business Loan criteria.

The terms of the Harris County Small Business Loan are as follows: 

Up to $25,000 | 0% Interest | 5-year Terms
3 month Grace Period |No Prepayment Penalty

Eligible businesses are those that:
  • Are located in and operate business in Harris County
  • Have been in operation since January 1, 2019
  • Are in good standing Property Taxes, Harris County Tax Office and the Office of the Texas Comptroller, and must not have any outstanding IRS tax liens or any other judgments against it
  • Were impacted by COVID-19 pandemic (Businesses not required to close or whose operations were not restricted by the order must provide a narrative of impact.)
  • Have a tangible net worth not exceeding $15 million and an average net income of less than $5 million since January 1, 2019
  • Have insurance specified by Harris County

*Small businesses with a credit score under 700 will be required to provide collateral.

Ineligible businesses include but are not limited to: those engaged in illegal activities; speculation; multi-level pyramid sales; gambling; investment or lending; sexual or adult-oriented themes; liquor, smoke or CBD sales; or non-profit or religious services.

Eligible use of funds include: working capital - payroll, accounts payable, other bills and expenses incurred prior to or due to economic injury.

Ineligible use of funds include: new fixed asset purchases, expansions, renovations/remodeling, or equipment unless required due to government restrictions pertaining to COVID-19.

We are committed to helping small businesses and workers in the most equitable and efficient ways, and this loan program aligns with this goal. We will pull through by pulling together, like we have done in the past and small businesses are a major part of making this happen. When we are all in for all of us, we can create the world each and every one of us needs to thrive.
