What We're Tracking This Week


Legislators return to Des Moines today to convene the 90th General Assembly. We'll be paying attention to Governor Kim Reynolds' Condition of the State address on Tuesday to hear her priorities for the session, as it will set the tone for the coming weeks. We expect government efficiency and economic growth/stability to be at the top of her priority list.

North Iowa Priorities & Successes

Despite a slowing economy, workforce shortages continue. That's why talent attraction and retention continues to be our focus. We will be pushing our legislators to focus on funding talent attraction programs, student retention tools, and quality of life projects.


The Mason City Chamber of Commerce is one of about a dozen communities selected by the Iowa Economic Development Authority for a talent attraction pilot program. People interested in moving to Iowa will be routed to us, and we will work to connect them to jobs, housing, child care, and more. This new program is launching in the spring.


Retention of Iowa's students is another priority, and we are urging legislators to explore tools and programs to prevent "brain drain."


Economic development tools are integral to our state's success. Competition for large-scale investments is intense, and we need to ensure Iowa (and specifically, North Iowa) has the incentives and policies it needs to land the big projects.


One example is the proposed Major Economic Growth Attraction (MEGA) site bill. This bill passed in the Senate last session but stalled in the House. The MEGA site program is at the top of the priority list for the members of the Iowa Chamber Alliance and the Iowa Business Council. Its passage tops Iowa Economic Development Authority Director Debi Durham's 2024 goals.

Child care access, or lack thereof, is an issue plaguing businesses across Iowa. Our Chamber's Board of Directors discussed the problem at its December meeting, and nearly everyone reported a negative impact on their business and/or on themselves personally.


The Child Care Works Wage Supplement Program launched this month. Workers at six participating child care centers will start seeing a $2/hour increase in their pay with their next paycheck, bringing the average starting wage for child care to $11.50/hour.


Thanks to an incredible number of businesses investing in this initiative, we received a $650K matching grant from the state to support this work.

Senator Waylon Brown

Senator Waylon Brown is in his second term in office. Brown serves as the Majority Whip for the Senate, chairs the Commerce Committee, and serves on the Health and Human Services, Rules and Administration, State Government, Transportation, and Ways and Means committees.


Brown is focusing attention this year on economic development opportunities - like the MEGA program - and ensuring all students have access to quality education by keeping Iowa's AEAs intact.


Brown shared this comment with us ahead of the session: "Preparation for the upcoming session has drawn to a close with my last of many pre session meetings with various groups taking place last night. All that is left to do now is pack. But as I am packing tonight, I am doing so with a heavy heart due to the school shooting in Perry. We have all heard time and time again after shootings that “Our thoughts and prayers are with everyone affected by the horrific incident.” Saying that and expressing sympathy and condolences is all good and well intended. In fact I too, along with so many others, am most definitely praying for all those involved, however, we cannot stop there. Thoughts and prayers without following with actions, unfortunately, become just more empty words. Mental health and behavioral health issues continue to be a growing issue not just in our State, but also throughout the whole nation. Before any of us are Democrat, Independent, or Republican we are mothers, fathers, brothers, sisters, grandparents, aunts, uncles, friends, colleagues, and North Iowans. Together, we can and must seek solutions to the mental and behavioral health issues that face our society."

Representative Sharon Steckman

Representative Sharon Steckman is our area's most senior representative, entering her 16th year at the Statehouse. She is a ranking member of the Education Committee (Steckan is a retired educator) and serves on the Administration and Rules, Environmental Protection, Natural Resources, and State Government Committees.


Steckman provided this insight for the start of the new session: "As we enter 2024 and a new year in the Iowa legislature, I look forward to working for ALL Iowans and making Iowa a place people want to live and raise their families. Those of us that were elected to represent Iowans, not the big donors, need to focus on what will bring the most services and opportunities to our constituents and not dwell on divisive issues. Bills will be introduced this year that will address all of the important issues. We need to put people above politics to achieve our goals in 2024."

Representative Jane Bloomingdale

Representative Jane Bloomingdale is in her fourth term representing North Iowa. Bloomingdale chairs the State Government Committee and serves on the Commerce, Local Government, and Ways and Means Committees.


Bloomingdale shared these priorities for the start of the session: "As part of our Government Reorganization bill last year, we set up a Boards and Commissions review committee. We will review the recommendations from this committee with an effort to reduce the number and create greater efficiency. We also must continue work with our community colleges to fill workforce needs."
