Business News
Over the past few weeks, several state and federal programs have been announced to assist small businesses struggling during the COVID-19 pandemic.
Different programs make sense for different businesses, so we’re providing a summary guide to help small businesses quickly see which programs might be right for their situation.

View this new guide on the DEED website  to see at a glance all the programs available now to businesses.

How federal, state COVID-19 legislation can help your business

Both the federal government and Minnesota Legislature have recently passed legislation that will speed critical funds to Minnesota businesses and families. With new legislation comes questions on what the changes mean for Minnesota businesses. The Minnesota Chamber  recorded a webinar  to answer your questions on both the state and federal COVID-19 relief packages.

Public Advisory on the Status of City of Marshall Parks and Trails

Marshall, MN – March 31, 2020 –  As a result of Minnesota Governor’s Executive Order 20-20 Directing All Minnesotans to Stay at Home, the City of Marshall is providing further information on use of its parks and trails by the public.
According to the Governor’s Order, individuals may engage in outdoor activities ( e.g., walking, hiking, running, biking, driving for pleasure, hunting, or fishing),and may go to available public parks and other public recreation lands, consistent with remaining at least six feet apart from individuals from other households.

All City of Marshall parks and trails remain open so the community can engage in self-directed outdoor exercise (walking, biking) while following social distancing and personal hygiene guidelines.
The City notes for the public that family members not showing symptoms of COVID-19 in the same household may play together. According to the CDC, children should not have playdates with children from other households. If children are playing outside their own homes, it is essential that they remain 6 feet from anyone who is not in their own household.
When visiting the parks and using trails, we ask you to please:
  • Follow guidance on personal hygiene — wash hands, carry hand sanitizer, cover your mouth and nose when coughing or sneezing and avoid high-touch surfaces. If you are ill or have cold or flu symptoms, please stay home.
  • Observe the minimum recommended social distancing of 6 feet from other visitors as you walk, bike or play.
  • Warn other trail users of your presence to allow proper distance. Step off trails to allow others to pass.
  • Bring your own water — park drinking fountains should not be used at this time.
·          Park equipment is not sanitized . Use at your own discretion.

The City asks you to follow these recommendations to support the health and safety of our community. Thank you for your cooperation.

Tell the Minneapolis Fed: COVID-19's impact on your business

Due to continued stress related to the COVID-19 outbreak, the  Federal Reserve Bank of Minneapolis  is attempting to gauge the economic effects on businesses across the Ninth District, a region that includes Minnesota, the Dakotas, Montana, parts of Wisconsin, and Michigan's Upper Peninsula.

Please take this  5-minute survey  to help the Minneapolis Fed better understand business conditions at your business at this critically important time.  All responses are anonymous.   This week’s survey is due at noon on 4/3 .

This  survey  will help the Minneapolis Fed better understand the outbreak’s effect on individual firms as well as local, regional, and state economies more broadly. This, in turn, will help the Federal Reserve System shape monetary policy designed to help businesses weather this economic shock.  Because this is an evolving situation, this survey will be an ongoing effort – bi-weekly for the time being, and less often as economic conditions settle.

If you get this survey from multiple sources, please respond to the survey only once.

Minneapolis Fed thanks you for your time and valuable insights. Survey results are available upon request.

Answers to Frequently Asked Questions About the $2 Trillion
Funding Package Passed to Respond to the Coronavirus Pandemic

On March 27, Congress passed and the President signed into law a $2 trillion package that will send assistance to Minnesota families, workers and small businesses to address the economic fallout of the coronavirus pandemic. It also significantly bolstered the ability of hospitals and health care workers to deal with the coming surge in need for health care services. Here’s how it will help.

How much will Minnesotans receive in Stimulus payments?

·         Most households with incomes under $150,000 ($75,000 for singles) will receive $1,200 per adult and $500 per child from the Department of Treasury.
·         Payments will phase out for those with incomes between $150,000 and $198,000 for couples (the phase out starts at $75,000 for singles). Couples whose incomes exceed $198,000 will not be eligible for payments.

As busy as we are here at the SBA trying to help small businesses survive, it's sad but hardly surprising to hear that scammers are also busy. Here are two scams we have heard of:

1. A business owner told  KARE-TV  that she received an email after applying for an SBA Disaster Loan with a false loan number and asking for IRS tax info to complete the loan application.
2. Another small business owner received an email stating she needed to provide her credit card number and $97 to complete the loan application.

There is no immediate deadline for an EIDL application, it does not cost anything to apply, get the papers together, no credit card is needed, etc.

The SBA does NOT ask for money to complete the loan application!
If the SBA does contact you for additional information, we will NOT ask you to email it!  All PII will be collected through our secure online portal or dropbox.

Please be wary of scammers and when in doubt, contact the SBA's Disaster Office for confirmation of any requests that you receive.

Small Business Emergency Loan Program SCAM

Economic Development & Chamber Partners,
We have become aware of at least one business in our region who was contacted by a consulting firm in New York who indicated they are working with Southwest Initiative Foundation (SWIF) for the DEED Small Business Emergency Loan Program.  They also referred to Selina’s name, who is our listed contact person on the DEED website for this program.

Southwest Initiative Foundation is NOT working with any private consulting firms or other businesses to solicit customers, submit applications, or underwrite loans on behalf of SWIF.  If any of your businesses get a call or email from a third party saying they are working with SWIF for a disaster finance program, they should hang up or delete the email, and not share any information.

As I mention the potential scam above, I want to be crystal clear that the Southwest Minnesota Small Business Development Center is absolutely assisting businesses in our region as they work through all the different federal and state disaster finance options, and we are very appreciative of Liz, Christine, Ruth Ann, Berny, Pam, and all of their consultants!

If any of you become aware of additional misrepresentations or potential scams where SWIF is mentioned, please let me know.

Please advise your members and stakeholders to be on alert for scams related to assistance with applying for state or federal disaster finance programs!

Scott Marquardt, Southwest Initiative Foundation
