Builder’s Remedy Project in Alviso Moves Forward

San Jose’s Planning Commission recently held a community meeting for the city’s first “Builder’s Remedy” housing proposal. Developer Cloud Apartments is proposing 780 rent-restricted units on a vacant lot next to Topgolf in Alviso. Because San Jose lacked a state-certified Housing Element when the application was filed, the project can bypass local zoning rules. Major CEQA Reforms to Accelerate Housing & Manufacturing

Governor Newsom and the California Legislature passed major changes to the state’s budget that significantly roll back CEQA requirements. The new rules exempt urban infill housing and advanced manufacturing projects (like EV and chip plants in industrial zones) from environmental review. Supporters say this will fast-track housing and job creation; critics warn it weakens community input and environmental protections. The changes were tied directly to the $321 billion state budget, ensuring swift approval. Read the New York Times article.

Local Elected Leaders on Summer Recess

The San Jose City Council and Santa Clara County Board of Supervisors are on summer recess through early August, with meetings resuming Tuesday, August 12. In the meantime, we’ll continue meeting with elected officials and advancing policy work. Look out for more updates next month.
